- Description
- SECURE REMOTE ACCESS - Request for Information (RFI) - Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Informatics and Analytics (OIA) THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A RFI ANNOUNCEMENT FOR MARKET RESEARCH PURPOSES ONLY. RESPONSES TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. THE VA IS NOT, AT THIS TIME, SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. RESPONDERS ARE ADVISED THAT THE U.S. GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS RFI; ALL COSTS ASSOCIATED WITH RESPONDING TO THIS RFI WILL BE SOLELY AT THE INTERESTED VENDOR'S EXPENSE. NOT RESPONDING TO THIS RFI DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFP, IF ANY IS ISSUED. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS RFI IS STRICTLY VOLUNTARY. ALL SUBMISSIONS BECOME GOVERNMENT PROPERTY AND WILL NOT BE RETURNED. VA has identified the need for updated remote access (mechanisms that manage sending and receiving data across the VA network when a VA network user is not directly connected to the VA network) capabilities that will meet the full spectrum of information technology business needs of its remote users. Remote users, at a minimum, include VA and/or contractor employees that require full-time or intermittent VA network access from any location outside of the VA network, as well as individual employees of other Federal agencies working with VA. VA is requesting industry feedback on the attached Business Requirements Document (BRD) which identifies the conditions and functionalities that VA desires from any future remote access technology used to support the core business and healthcare operations of VA. The primary objective of this RFI is to identify technologies / solutions that meet all or most of the requirements in the BRD. Any proposed remote access technologies / solutions must comply with the Department of Homeland Security Trusted Internet Connections 2.0 Reference Architecture. After reviewing the BRD, interested and capable offerors are requested to provide the following information. 1. Can your proposed technology / solution meet all of the requirements as stated in the BRD (see Section 7 of the BRD)? If not, identify the requirements that cannot be met. 2. In addition to the requirements of the BRD, VA requests information on suggested tools for monitoring remote access. In particular, VA requires a tool(s) that analyzes speed and bandwidth from the VA gateways and eliminates the variability introduced by end users' Internet service providers. 3. Provide an estimated level of effort (LOE) if VA was to build out the necessary infrastructure to use your proposed technology / solution with a user base of 100,000 remote users. Provide estimated LOE for all 100,000 remote users being concurrent. 4. Provide estimated costs for your technology / solution based on 100,000 remote users for the two scenarios delineated in question 3 above (i.e. 100,000 users with 50,000 concurrent and 100,000 users with all being concurrent). 5. Provide primary respondent's information (name, phone number, and email address). SUBMISSION INSTRUCTIONS Please submit the above requested information by 5:00PM EST on December 1, 2014 via email to Robert Kately, Contract Specialist, at Robert.Kately@va.gov. Responses are requested to be no more than 10 pages. All proprietary/company confidential material shall be clearly marked on every page that contains such. VA reserves the right to not respond to any or all emails or materials submitted. All VA current requirements identified herein are subject to change at any time. Companies shall also provide the following information with their response: - Company Name - CAGE/DUNS Number under which the company is registered in VetBiz.gov - Company Address - Point of contact name - Telephone number - Email address - Company's business size, including applicable North American Industry Classification System (NAICS) code(s) - Capability Statement If you experience any problems or have any questions concerning this announcement, please contact Robert Kately at (732) 795-1096.
