54--Research and Development Solicitation Number: 0010534075 Agency: Department of the Army Office: Army Contracting Command Location: ACC-APG-Natick Contracting Division Notice Type: Special Notice Posted Date: 17 November 2014 Archive Date: 17 November 2015 Classification Code: 54-- Research and Development NAICS Code: 541711--Research and development in biotechnology The US Army Contracting Command APG, Natick Contracting Division, on behalf of the US Army Natick Soldier Research, Development and Engineering Center, Combat Feeding Directorate, intends to award a firm fixed price contract under FAR 13.106-1(b)(1) only one responsible source to Framingham State University, 100 State Street, Framingham, MA, 01701 for Digestive Enzyme Inhibition Assays. The services required for this current procurement are to evaluate the bioactive fractions of solely type B PAC containing products. Cocoa and blueberries contain type B PACs and are also rich in simple phenolics and flavonoids, such as anthocyanidins and flavonols. A better definition of the bioactive fractions in type B PAC containing products will provide enhanced understanding for the production of standardized products to prevent the prevalence of type 2 diabetes, but also to be effective mediators for energy uptake for individuals, including soldiers, who need to consume high energy diets. All fractions and whole extracts will be assayed for their inhibitory activity against carbohydrate hydrolyzing enzymes. Resulting fractions will be evaluated alone and in synergy to determine possible synergistic effect. Overall, the goal of the proposed work will be to extract phenolic compounds from cocoa and blueberry powders then to fractionate further the extracts as described below. The suggested fractionation will result in 6 fractions (phenolic acids, anthocyanidins, 2 flavonol fractions and 2 PAC fractions) that will be evaluated alone and in synergy for rat alpha-glucosidase, sucrase and maltase inhibitory potential. This is not a Request for Quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.
