BASIS FOR AWARD - LOWEST PRICE, TECHNICALLY ACCEPTABLE The Government will award one contract to the responsible offeror who submits the lowest priced, technically acceptable offer conforming to the requirements of this solicitation. Each offer will be rated as either "acceptable" or "unacceptable" for each evaluation factor listed below. All factors must be rated as "acceptable" in order for the offer to be evaluated further for price. If any factor is determined to be "unacceptable", the entire offer will not be considered further for award. Evaluation of price will be made on the total price proposed and must also be determined to be fair and reasonable. Offerors are cautioned that an unrealistically low price may be grounds for eliminating a proposal on the basis that the offeror does not fully understand the requirement. Offerors are reminded that the burden of providing sufficient information and details rests with them. The Government intends to make award selection without discussions.
