- JET CLS Industry Day RSVP JET CLS Industry Day Question Form Joint Environmental Toolkit (JET) Contractor Logistics Support (CLS) Notice for Industry Day Conference: 9 December 2014 1. Introduction: This is an announcement for an Industry Day to be hosted by the Air Force Life Cycle Management Center (AFLCMC) Weather Systems Branch (HBAW) to discuss the Joint Environmental Toolkit (JET) Contractor Logistics Support (CLS) planning, which will lead to a Request for Proposal (RFP) in the early 2015 timeframe. The event will be held on Tuesday, 9 December 2014 at the Hanscom Conference Center, 25 Grenier Street, Bldg 1106/Holzman Room, Hanscom AFB, Massachusetts 01731, from 0830 to 1600 Eastern Standard Time (EST). 2. Background: JET is an Acquisition Category (ACAT) III program which provides weather forecast tools and workflow applications to military meteorologists to provide weather situational awareness to military decision makers and users. JET addresses Air Force Weather challenges: simplify operations; standardize to a single Human-Machine Interface (HMI); minimize manpower, training, maintenance, and support requirements; and provide tailorable weather products to the Warfighter. JET provides a scalable, standard software and hardware package that maximizes flexibility by supporting weather and decision-making operations at all echelons. The JET Sensor Collection Appliance (SCA) supports local airfield operations by providing the automated link between the terrestrial meteorological sensors and flight operations, to include air traffic control. The JET SCA forwards the weather sensor data to the Air Force Weather's regionalized forecasting centers for use by forecasters worldwide. JET provides "reach back" tools with which the on-site local forecaster can exploit the large capacity meteorological production capabilities at the regional forecast units. Within the Operational Weather Squadrons (OWSs), JET provides highly tailorable production capabilities that the OWS customizes to support their operations and geographic region. JET provides high capacity tools, such as: Mission Management (to request and provide flight weather and mission weather briefings), Integrated Weather Warning Capability (to create, disseminate, and verify military weather watches, warnings, and advisories), Integrated Geospatial Display (to display weather products as layers on geospatial displays), and several tailorable Meteorological Watch displays for forecasters to maintain weather situational awareness and to service customers throughout their entire area of responsibility. There are currently nine (9) regional OWSs and 154 Weather Flights (WFs) in operation worldwide. The purpose of this effort is to sustain the JET system's capabilities, as well as to modernize in accordance with evolving requirements submitted via the AF Form 1067 process. The contractor will accomplish the following: a. Maintain current functionality of fielded OWS and SCA hardware; execute incremental OWS and SCA Tech Refresh. b. Develop maintenance releases covering deficiency backlog resolution and adaptive maintenance actions. c. Provide core support to include 24/7 help desk, "Hot Fix" software corrections, troubleshooting, Preventative Maintenance Inspections (PMI), Time Compliance Network Order (TCNO) verification, Information Assurance (IA) compliance, spare parts, and software licenses. d. Prepare for Air Force Weather (AFW) Enterprise transition of JET system capabilities to the Weather Data Analysis (WDA) system by the end of FY20. 3. Registration, Opening Comments, Briefings, and Questions & Answers (Q&A): Registration will begin promptly at 0830 on 9 December 2014 and will be followed by opening comments from AFLCMC/HBAW. AFLCMC/HBAW will then present a briefing to all registrants regarding the JET system, as well as provide an overview of the potential contract to provide CLS services for the JET system. The briefing will begin at 0900 and last approximately one hour. After the briefing, approximately one hour will be allotted for general Q&A. Questions and clarifications raised during the conference will be recorded and written answers will be published on the Federal Business Opportunities (FedBizOpps) website: https://www.fbo.gov. 4. Classification/ Q&A: All Industry Day briefings and Q&A sessions will be UNCLASSIFIED. The Government will not address proprietary questions during the General Q&A; however, proprietary questions can be addressed during the one-on-one sessions (see below), if needed. 5. One-on-One Sessions: AFLCMC/HBAW will entertain separate one-on-one sessions, limited to potential prime contractors only. The sessions will be held between 1200-1600 hours on Tuesday, 9 December 2014, and will focus on JET CLS requirements, rather than previously made business development material. One-on-one sessions will be limited to forty-five minutes. The audience will be AFLCMC engineers and management. Interested parties must reserve a time slot. Time slots are reserved on a first-come, first-reserved basis. Reservations must be made by 1200 EST on Wednesday, 3 December 2014 via the email address below in paragraph nine. Please provide three potential time slots with your registration. A confirmation e-mail will be sent once your time slot has been confirmed. In the one-on-one sessions, vendors will be given 30 minutes to brief the Government on capabilities and approach for CLS/sustainment activities. The Government will ask follow-up/clarification questions during the remaining 15 minutes. Vendors may also ask additional questions of the Government during that time; however, the Government reserves the right not to respond during the session. Any questions deemed to be relevant to the general audience will be posted, with answers, to FedBizOpps. Proprietary questions can be addressed during the one-on-one sessions, if needed. AFLCMC/HBAW will not publicly disclose proprietary information obtained as a result of the Industry Day without permission of the party in question. To the full extent that it is protected by law and regulations, information identified by a respondent as Proprietary or Confidential will be handled accordingly. 6. Registration: Contractors interested in attending the Industry Day must RSVP using the form provided by HBAW no later than 1200 EST, Wednesday, 3 December 2014. The number of prime contractor participants for Industry Day is limited to three (3) participants per contractor. The following information is required: a. Company name and address b. Indication of whether or not you are requesting a one-on-one session c. Full name(s) of attendees d. Telephone number(s) of each attendee e. Email address(es) of each attendee f. Three potential time slots for requested one-on-one session Note: Failure to respond to the above announcement by Wednesday, 3 December 2014 will result in personnel being denied access to Hanscom Air Force Base, and, subsequently, to the JET CLS Industry Day. In addition, all members must have valid photo IDs, as well as proof of insurance and registration for their vehicles to access Hanscom Air Force Base. 7. Agenda/Schedule: A draft Industry Day agenda and schedule follows. Any changes will be posted to FedBizOpps. 0830 - 0900 - Registration 0900 - 0915 - Welcome and Industry Day Kickoff 0915 - 1000 - Overview briefing of JET program and potential CLS/sustainment contract 1000 - 1100 - General Questions and Answers/Wrap-up 1100 - 1200 - Lunch 1200 - 1245 - Slot #1 1300 - 1345 - Slot #2 1400 - 1445 - Slot #3 1500 - 1545 - Slot #4 8. Special Note: This is not a request for proposals (RFPs), applications, proposal abstracts, or quotations, nor does its issuance obligate or restrict the Government to an acquisition approach. The Government does not intend to award a contract on the basis of any responses, or pay for the preparation or use of any information submitted. All information received will be used for planning and market research purposes only. Any proprietary information submitted should be marked accordingly. The Government will not be liable, or suffer any consequential damages, for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. 9. Visitor Procedures: All visitors must check-in at the Hanscom Visitor's Center, Bldg 1617, near the Vandenberg Gate entrance. a. Directions to the Visitors Center: Take Exit 30B off I-95/Route 128, Hanscom Field Exit. Go 1.5 miles to the blinking light on North Great Road (Route 2A), take a right on Hanscom Drive, go ¼ mile straight, bear right to Hanscom AFB, Vandenberg Gate, and check in at the Visitor's Center. Note: There is no access from Marrett Street/Airport Road, so stay on North Great Road (Route 2A) until you reach Hanscom Drive. b. Directions to Hanscom AFB from Logan International Airport (Boston): As you depart Logan Airport, follow the signs to the Massachusetts Turnpike, I-90 West. I-90 West will take you through the Ted Williams Tunnel ($3 toll). Stay on I-90 West until you reach I-95/Route 128. There will be $2 in tolls. Take I-95/Route 128 North toward Peabody and proceed to Exit 30B. See "a." for further details. Logan Airport/Boston is approximately 25 miles from Hanscom AFB. c. Directions from Vandenberg Gate to Hanscom Conference Center: Once through the gate go straight to the end of the road and take a right on Marrett Street. Proceed (after stopping) straight through the stop sign to the top of the hill and bear left as the road ends. Then, bear to the right at the yield sign and continue on Wright Street. Take your first left onto Grenier Street and proceed past the first building on left and park in the adjacent parking lot. If that lot is full, you may need to go around and up to the larger parking area, which is on the top of the hill overlooking the Hanscom Conference Center.
