Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-12-G-0006 to the Bell Boeing Joint Program Office on an 'other than full and open' competitive basis to implement the Required Navigation Performance Area Navigation (RNP RNAV) for V-22 Osprey aircraft. This effort would include the engineering, integration, qualification, airworthiness substantiation, and flight test demonstration necessary to implement the RNP RNAV capability onto the V-22 Osprey. RNP RNAV is a capability required to avoid air space restrictions in civil airspace as it transitions to Performance Based Navigation. This delivery order would include software updates impacting V-22 unique systems, including pilot training, simulators, mission computer, and display. This effort incorporates RNP RNAV into CV-22 and MV-22 Production as well as testing on the CV-22 unique drops. The delivery order would also include base and option year procurement of CV-22 and MV-22 unique systems. Bell-Boeing is the only company that possesses the unique engineering data, technical skills, establishing tools, support equipment, facilities, and requisite knowledge of the design, fabrication, and production of the V-22 aircraft required to perform these efforts. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
