- Joint Biological Tactical Detection System (JBTDS), Increment II Market Survey Request for Information Pursuant to FAR Part 15.201 (e) A. INTRODUCTION: This Request for Information (RFI) is NOT a solicitation for procurement or other acquisition proposals, proposed abstracts or quotation. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information solicited. The purpose of this RFI is to conduct a market survey of biological technologies from private industry, Government Research and Development (R&D) organizations and academia for inclusion in future requirements to support a paper study or possible prototype development of technologies and concepts for unmanned/unattended sensors. The Joint Product Manager (JPM) for Biological Detection Systems (BD) intent is to explore innovative capabilities and applications for the Joint Biological Tactical Detection System, Increment II. This market survey seeks to gather current and future potential biological technologies for three tactical applications: Unmanned Aerial Vehicle (UAV) Biological Sensor Platform Unmanned Ground Sensors (UGS) Biological Sensor Platform Unattended Biological Sensor Platform B. OBJECTIVE: The objective of this survey is to solicit information that investigates a lightweight biological system or components that incorporate technologies for detection and /or collection of biological agents while minimizing human interface. Concurrently, the biological system will be employed as a modular set of capabilities (detector and/or collector) that function independently or as a set of components. C. DESCRIPTION: The JBTDS Increment II will be a lightweight, low-cost, battery operable system designed to rapidly detect and/or collect a sample of airborne biological warfare agents which are assessed to pose a threat to the Joint Forces. The JBTDS will be employed to maintain situational awareness for biological surveillance, intelligence, and reconnaissance mission, and sensitive/tactical site exploitation. D. PERFORMANCE DATA 1. DO NOT SUBMIT AN ACQUISITION PROPOSAL. 3. Submit a white paper only in the format provided at Enclosure 3 4. White papers must be submitted no later than 5:00 PM Eastern Standard Time (EST) on 30 January 2015. 5. Consideration will be given to respondents based on the extent to which the proposed technology represents a potential capability in technology maturity and relevance of adaptability to military operations/missions. 3. Provide a brief description of the technology of your hardware broken out as a detector, detector/collector or one complete system. 2. State the size in length, width and height (cubic inches). 3. State the operational total weight with all components in pounds. 4. State the operational battery power required and how many hours the hardware can operate before a battery change is required. Describe the power source for the item(s). 5. State the various type tests performed and corresponding results for detection and/or collection of biological aerosols. Provide dates and locations of testing. 6. Identify what identifications types/technologies are potentially compatible with the detector and/or collector design. 7. Identify any consumables (e.g. buffers, filters, etc.) and any ancillary equipment (e.g. laptop, remote controller, etc.) that is needed to operate the detection and/or collection equipment. Enclosure 2: Applications Achieved or Work in Progress 1. Provide a description of any unmanned aerial vehicle (UAV) applications completed or currently on-going for all detection and/or collection sensor hardware. 2. Provide a description of any unmanned ground vehicle (UGV) applications completed or currently on-going for all detection and/or collection sensor hardware. 3. Provide a description of any unattended tactical applications completed or currently on-going for all detection and/or collection sensor hardware. 4. Describe all testing completed or currently on-going and specific performance results for each application. 5. Describe all networking communication capability for each application, if any achieved. Enclosure 3 White Paper Format 1. Use MSWord, 12 Font, written in Times New Roman. 2. Photos can be black and white, colored preferred if available 3. State an estimate of the technical maturity level of all hardware described. 4. One cover page and one table of contents. 5. Use quote mark Proprietary quote mark marking on all appropriate pages. 6. State the name, telephone number and email address of a Point of Contact (POC). 7. Multiple applications addressing different technologies may be submitted as separate white papers.
