- The U.S. Army Contracting Command-Rock Island, Rock Island, IL 61299-0001 on behalf of the Office of the Project Manager Combat Ammunition Systems, is conducting market research to identify potential qualified sources capable of Load, Assemble and Pack (LAP) for the delivery of 60mm and 81mm High Explosive (HE) mortar cartridges. The purpose of this market research is to obtain current information on the capability of businesses to provide these products to the warfighter for FY17-FY21 requirements. The 60/81mm HE cartridges are high explosive munitions developed for use in the M224A1 and M252A1 Lightweight Mortar Systems. These munitions are intended for use against personnel and materiel targets, providing for fragmentation and blast effects. Technical Data Packages will not be provided as part of this announcement. To be considered as a capable source for this effort, interested parties must be able to LAP up to 18,000 each of 60mm and 18,000 each of 81mm mortar cartridges concurrently per month and provide the information requested below: a) Name of Company, address and contact information b) CAGE code, if available. Please note all contractors interested in this potential future solicitation must be registered in the System of Award Management. c) Manufacturing experience directly related to LAP of 60mm and 81mm HE mortar cartridges or similar items. d) A brief summary of the company's capabilities, to include a description of facilities, equipment, technical skills/abilities and personnel experience as it relates to the above. e) A rough order of magnitude of the cost for LAP of 60mm and 81mm HE mortar cartridges based on the above monthly deliver rate requested. f) Estimated minimum and maximum monthly production capacities and the minimum procurement quantity required for economical production. g) Any additional information you feel may be useful to the U.S. Government if it chooses to go forward with a request for proposal (RFP). This market research is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market research or otherwise pay for the information provided. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. All submissions are requested to be made within 30 calendar days from the date of this publication at no cost to the U.S. Government.
