S05 - Vendor Questions & Concerns Modification #1 for: 619-15-1-5137-0005 / VA247-14-R-1461 / FLOOR CARE & MAINTENANCE SERVICES 1.The SOW states that all work will be performed Sunday thru Thursday after 3:30. Is this for the period's floor care services of stripping and waxing, top scrub recoating, and burnishing only? Correct 2.The pricing sheet within the SOW states that the sweeping and mopping will be provided 365 days per year. Is this number correct based on questions #1? Will sweeping and mopping the facilities be 7 days a week? Services are to be provided only Sunday thru Thursday. Total work days 261 (NO Fridays or Saturdays) 3.Can you please provide the square footage for the facilities requiring services covered under this solicitation? When are proposals due? Can you provide the name of the current/past contractor and the amount of the current/past contact? 1.2 million SQ ft. / Final Proposals are due by NOON CST on November 21, 2014 / No information about past and/or current contractors or amounts will be released. 4.The hours of operation are unclear, the solicitation states: Operating hours/supervision: the contractor operational hours shall be after normal administrative hours between 3:30 p.m. and 12:00 p.m. Sunday thru Thursday. Contractor shall not be required to work on federal holidays and weekends. When a holiday falls on a Sunday, the following Monday will be observed as a legal holiday when a holiday falls on a Saturday, the preceding Friday is observed by U.S. government agencies. Contractor may work beyond the specified time but not later than 4:00 a.m. each day. If a decision is made to work beyond 12:00 p.m., the COR shall be notified. Supervisory personnel shall be on the job site while work is being performed. Please clarify, should the hours be daily from 3:30pm to 12:00am (Midnight) Sunday thru Thursday otherwise this would be 20.5 hours daily. Contractor operating hours are Sunday through Thursday from 11:00pm until 6:30 am. Staff or Supervisor will report in to 2nd Shift Supervisor at the start of the shift, and meet w/1st Shift Supervisor and have an AAR at the conclusion of the shift. 5. Is overtime allowed on this contract? That depends on the Contractor. If we request additional work from you, it's your call whether you pay your staff O/T to perform those tasks, but THIS IS A FIRM-FIXED PRICE CONTRACT AND THE VA WILL NOT BE RESPONSIBLE FOR FUNDING OVERTIME. 6. For the site visit, is this a walk-in basis or are we required to schedule specific times? The preference is to address ALL INTERESTED VENDORS AT ON TIME starting at 10:00 am CST, However with prior coordination the requesting service MAY be able to honor individual requests. 7. Will the VA be supplying the equipment and supplies (Wax, mop heads, etc)? Yes, VA will provide wax, stripper, floor restorer, neutral cleaner and mop heads 8. Will the VA be issuing a schedule? Periodic Schedule? Quarterly Top Scrub - Contractor discretion w/VA approval Burnishing - High Traffic areas (Sunday), all others completed by end of week (Thursday) Stripping - VA approval only (See Statement of Work in contract for more details) 9. We understand the total square footage is 1.2 million - how does that divide between the East and West Campuses? East Campus - 800,000 square ft. West Campus - 400,000 square ft.
