- Description
- The NASA Johnson Space Center (JSC) recently combined its Flight Crew Operations Directorate (FCOD) and its Mission Operations Directorate (MOD) into a single Flight Operations Directorate (FOD). FOD is the home to the astronaut corps and the flight controllers responsible for human space flight. This includes, but is not limited to, the Plan-Train-Fly resources and facilities required to support these functions. The major facilities controlled by FOD are the Mission Control Center, Neutral Buoyancy Laboratory, Space Vehicle Mockup Facility, Crew & Flight Controller Training Facility (Building 5), and NASA Aircraft Operations at Ellington Field. This Request for Information (RFI) is being issued to solicit Industry input on ways to reduce contractual costs to the Government and identify efficiencies through synergy, without compromising safety and mission success. Please answer the following questions to help FOD meet these goals on potential future procurements, based on your experience working on Government contracts at NASA-JSC: 1.Can you identify any contract requirements/deliverables that do not provide value in meeting the mission of the contract? For example, are you aware of any DRDs that could be eliminated, reduced in frequency, reduced in scope, etc 2.Can you suggest specific contract structures or types that would allow FOD to meet or exceed its goals while reducing cost? 3.Can you suggest any ways to potentially reduce our day-to-day contracting costs during the performance period of our contracts? For example, every contract action has a transaction cost in terms of reviews, approvals, etc. 4.Can you suggest any specific actions that FOD should try to avoid? For example, what FOD actions could potentially make it more difficult/expensive for Industry to do business with us? 5.Can you identify any redundant system or processes that are maintained by the government and/or contractors that FOD should work to reduce? For example, records keeping, configuration management system, etc 6.Can you suggest any other improvements that FOD should consider to improve our efficiency and/or optimize our work in order to reduce cost? In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. The Government will not pay for any information solicited. No evaluation letters and/or results will be issued to the respondents. You are requested to provide electronic responses (limited to 20 pages using no less than 12 point Times New Roman font) via e-mail to Rosalie Carpentier at rosalie.carpentier-1@nasa.gov.Responses to the RFI shall include the company name, address, point of contact, and shall cite the RFI reference number in the subject line of the e-mail. Your response is requested by 4:00 p.m. CST on December 17th, 2014. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. The Government intends to review the responses submitted by Industry. The Government does not intend to release this information, however, the Government may use this data to develop future requirements. Therefore, any data that is submitted as part of a companys response that is marked proprietary will not be reviewed and will be returned to the respondent.
