- RFI Letter Draft SOW Market Research Questionnaire Background and Purpose: This public posting is for informational, planning, and market research purposes only and constitutes a Request for Information (RFI) and a Sources Sought Request (SSR) only; this is not a solicitation. This announcement does not constitute a commitment, implied or otherwise that a solicitation or procurement will be issued. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The purpose of this public posting is to give contractors the opportunity to comment on the United States Customs and Border Protection's (CBP) draft requirement; all associated documents are considered draft versions. Responses to this announcement may also assist CBP in determining the most appropriate contract vehicle for this requirement and in making a small business set-aside determination as required by FAR 19.5. Depending on the market research findings and responses to this announcement, this draft requirement may potentially be set aside to Small Businesses under the size standard for North American Industry Classification System (NAICS) Code 481211 - Nonscheduled Chartered Passenger Air Transportation. However, a set-aside determination has not yet been made, so both large and small contractors capable of satisfying the draft requirements are encouraged to respond to this announcement. Draft Requirement Overview: CBP is seeking contractors who have the skills, capabilities, and qualifications outlined in the attached Draft Statement of Work (SOW) and Sources Sought/ Request for Information (RFI) Letter to transport CBP personnel and equipment via helicopter to remote communication sites in the CBP Houlton Focus Area throughout the State of Maine. Information Requested: Interested and qualified contractors please submit a response containing, at a minimum, the specific information requested in the attached Sources Sought/ Request for Information (RFI) Letter. Responses shall be limited to 10 pages, excluding the Separate Market Research Questionnaire document, and shall be submitted to William.A.Reese@cbp.dhs.gov, with the subject "Houlton Maine Helicopter Service," no later than 12:01pm (EST), December 1, 2014.
