- Letter of Intent to Award a Sole Source contract to Sirius XM The 9th Contracting Squadron of Beale Air Force Base California intends to award a purchase order on a sole source basis on or about 25 November 2014 to Sirius XM IAW FAR 13.106-1(b)(1). The contracting officer determined that this requirement will be best satisfied by awarding a Sole Source award to Sirius XM. The prospective contractor shall provide all personnel, equipment, tools, materials, supervision, other items, and non-personal services necessary to provide service equal to Sirius XM Weather Aviator Pilot Preferred service subscription. This subscription service provided by Sirius XM provides forecasts, storm cell attributes, radar, radar coverage maps, temporary flight restrictions, alert service, weather watch box, high resolution forecast winds, and surface visability. The subscription utilizes satellite radio frequencies to transmit and receive data. The unique capabilities required to provide XM Weather Aviator service subscription for the devices is solely possessed by Sirius XM. Sirius XM uses a specific range of radio frequencies (bands) to transmit and receive signals that are broadcast from their satellites to the Garmin GPS units. These signals are used to send, receive, and update the weather information. Since Sirius and XM merged to become Sirius XM, Sirius XM is the only company able to provide this service due to the fact Sirius XM is the only company in the satellite radio industry and therefore the only company with the capability to utilize these radio bands. The North American Industry Classification System (NAICS) code for this requirement is 515111 with the size standard of $7.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a proposal, which, if received within seven calendar days of publication of this notice, may be considered by Beale AFB, CA for the current requirement at the discretion of the government. All responses must be submitted to the Government point of contact at the email address shown below.
