- NOTICE OF INTENT TO AWARD SOLE SOURCE The government intends to award a sole source contract under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. The Government intends to make a sole source award to Bird Forestry DBA Advanced Ecology, Limited, 2557 Texas 7, Center, Texas 75935, Cage Code 1JFW9. The North American Industry Classification System (NAICS) is 113110 and the size standard is $11 million dollars. Advanced Ecology, Limited will provide the government with Timber Inventory on Meridian Land and Timber Tract 601 and 606, Fort Polk, Vernon Parish, Louisiana. In addition a written report of timber volume and value appraisal and digital imagery from an aerial flyover of the property will be provided. Advanced Ecology, Ltd (AEL) provided the appraisal previously for the on-site inventory of standing timber (timber cruise tracts) in April 2013 as a subcontractor and is uniquely qualified to perform the action required to support condemnation filing and potential expert testimony as a Contractor. Advanced Ecology, Ltd is the only entity which has an on-site inventory of the timber that can be used as a basis for the update and is an expert in timber valuation. Continue use of this Contractor is in the best interest of the government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All submissions must be sent via email to the point of contact (POC) listed below and received by 28 November 2014, 2:00 p.m. (CST). This notice is not a Request for Proposals, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government.
