- The US EPA intends to negotiate on a sole source basis with Spark Holland (dba Ichrom Solutions) for an Automated Online Solid Phase Extraction System Integrated to LC/MS/MS under the authority of FAR Part 6.303-2. THIS IS NOT A REQUEST FOR QUOTES. The automated online solid phase extraction (SPE) system will be used by the Agency in conjunction with an existing Liquid Chromatograph with tandem spectrometer for developing methods for Emerging Pollutants such as Endocrine Disrupting Chemicals (EDCs), Perfluorochemicals (PFCs), Pharmaceutical and Personal Care Products (PPCPs) in wastewater treatment, confined animal feeding operations (CAFOs), and receiving waters (both surface and ground waters). The automated online SPE also must be configurable to be used as a clean-up tool for pre-extracted complex matrices such as biosolids, sediments and fish tissue homogenates. The contractor shall furnish and install the automated online solid phase extraction system consisting of the following main components and all necessary accessories: Binary LC Pumps SPE solvent delivery - High Pressure Dispenser, HPD) Autosampler Automated Cartridge Exchanger (ACE) Instrument control software integrates with existing MassLynx mass spectrometer software The required automated online solid phase extraction (SPE) system needs to have high throughput capacities; the flexible for both on-line and off-line extraction modes; the ability to handle both small and large volumes; and the ability to add surrogate or internal standards to the samples and extracts. The system must also be able to be integrated with EPA's existing mass spectrometry equipment or run stand alone. The Symbiosis Spark's system is the only system known to meet all of the Agency technical requirements which are based upon its testing needs. The North American Industry Classification Code (NAICS) is 334516. The size standard for this code is 500 employees. THIS NOTICE OF INTENT is not a request for competitive proposals. No solicitation document is available. However, interested parties may identify their interest and capability of meeting EPA requirements by submitting technical documentation to Lisa Ryle, Contract Specialist, at the office identified above, by e-mail ryle.lisa@epa.gov. The technical documentation must establish that the instrument to be provided meets all requirements. Anticipated award is January 2015. Documentation must be submitted to Lisa Ryle by 3:00 PM, December 5, 2014 in order to be considered by EPA. Please reference (RFQ-OH-14-00187).
