INL Program Manager Vientiane, Laos Issuance Date: 11/19//2014 Closing Date: 12/03/2014 SOLICITATION NUMBER: PSC-15-010-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. SOLICITATION NUMBER: PSC-15-010-INL 2. ISSUANCE DATE: 11/19/2014 3. CLOSING DATE: 12/03/2014 4. TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 3:00 PM, EST 5. POSITION TITLE: INL Program Manager 6. MARKET VALUE: $81,535 - $119,737 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: Vientiane, Laos 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: This position is located in the Law Enforcement and Narcotics Section (LENS) of the U.S. Embassy in Vientiane, Laos, with policy oversight and funding from the Department of State, Bureau of International Narcotics, and Law Enforcement Affairs (INL). The LENS section administers bilateral law enforcement, justice sector reform and drug demand reduction programs in Vientiane. The Personal Services Contractor (PSC) will: 1. Manage, coordinate, and supervise roughly $1 million annually in INL programs throughout Laos, while ensuring compliance with all relevant budgetary and programmatic guidance, regulations, and financial controls; 2. Supervise the daily activities of the INL locally employed staff; 3. Direct and coordinate INL efforts with other U.S. agencies, the Government of Laos (GOL), UNODC, other international organizations, non-governmental organizations, and program beneficiaries; 4. Represent INL in internal and external meetings, ceremonies, and representational events as required; 5. Articulate and promote U.S., Mission and INL policies and goals, and ( 6. Provide programmatic guidance and analysis of developments in the Lao criminal justice sector and narcotics control to the Mission, INL, and Washington. Purpose The purpose of the PSC position is to provide a Program Manager to the LENS section at the U.S. Embassy in Vientiane, Laos. The Manager will serve as the in-country program coordinator for implementation, direction, execution and oversight of the INL portfolio in Laos. Relationship The Manager will work under the direct supervision of the U.S. Embassy Vientiane Deputy Chief of Mission (DCM), while remaining under the program oversight and guidance of INL Team Lead in Washington DC. The Manager will initiate projects and execute approved new programs under general supervision. The DCM will review the timeliness and effectiveness of the Program Manager's work. Duties and Responsibilities 1. Program Planning: Manage, coordinate, and supervise all phases of the INL-funded programs in Laos, including sustainment upon completion of projects. Ensure projects fall within program guidelines as notified to Congress. 2. Financial Management and Oversight: Supervises financial operations including accounting, procurement planning, and budget preparation. Monitors LENS financial activity to assure that all automated accounts, including current operations spreadsheets, Local Financial Management System (LFMS) records, and Consolidated Overseas Accountability Support Toolbox (COAST) files are current and accurate. Assures that regular financial reports are sent to INL. Assures compliance with INL financial management regulations and publications. 3. Host Nation Support: Advises host nation officials in the conduct of International Narcotics Control and Law Enforcement (INCLE) funded programs throughout Laos. Explains and assures compliance with U.S. laws and regulations. 4. Information Management: Oversees organization and maintenance of TCA office records and automated databases, with special attention to historical documentation and program files. Assures that record keeping, retention, and retirement are in accordance with Department regulations. 5. Project Audit and Evaluation: Audits project accounts focusing especially on operational support funding provided to host-country agencies. Coordinates project evaluations with Lao authorities and independent consultants. Assures that implementation plans reflect specific project objectives, methods of implementation, activity milestones, measures of effectiveness, and budgetary requirements. Inspects field activities throughout Laos. 6. Logistical Coordination: Acts as the logistical coordinator for the LENS to include procurement, property management, vehicle maintenance, staff training, communications support, and medical evacuation. Maintains an automated database of program commodities provided to host-country entities and is responsible for the annual End Use Monitoring Report. Assures compliance with INL property management regulations and publications. 7. Training Support: Coordinates support for INL-funded training provided directly by LENS, by USG partners, or by other implementing partners in Laos. Assures that all training is conducted in full compliance with the Leahy Amendment and Section 477 of the FAA. Develops and maintains an automated database of all host-country personnel receiving TCA-funded training, and compiles vetting records. 8. Donor Coordination: Communicates and coordinates with other donors to avoid waste and duplication of effort. 9. Required Reports: Drafts and provides advice and assistance in the preparation of required reports, including to the U.S. Congress, INL Bureau, and other U.S. federal agencies. Provides input, per INL Washington guidance, to the annual INL budget development process. Complexity 1. Review the criminal justice sector and drug demand reduction needs in Laos, and develop programs in response. 2. Develop and manage the criminal justice sector and counter-narcotics projects in coordination with host-country officials, international donors, and local communities. 3. Train adult learners, preferably in the criminal justice sector in East or Southeast Asia. 4. Ensure sustainability of projects through possible follow up training through INL's regular foreign assistance budget. Minimum Requirements 1. U.S. citizen; an able to obtain/maintain a Department of State secret security and medical clearance. 2. A Bachelor of Science (BS) or Bachelor of Arts (BA) degree from an accredited institution. OR twenty years of related experience in the fields of international development, law enforcement, international relations and public administration. 3. Demonstrated experience in administration and management of international criminal justice sector or counter-narcotics programs in foreign countries, preferably in Southeast Asia environments, including preparation of budgets, procurement of goods and services, and implementation and oversight of projects. 4. Demonstrated experience instructing and implementing law enforcement projects, analyzes and determine true requirements and propose feasible solutions for problems in implementation of projects. 5. Five years of demonstrated interpersonal and communications skills including extensive overseas experience handling liaison work, particularly dealing with foreign governments officials. 6. Strong verbal and written English skills. 7. Ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within 120 days arrival at Post. 8. Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within six (6) months of assignment successfully. 9. Proficient in Microsoft Office Suite 10. Physically and medically able to live in Laos and to travel in the field under rustic conditions when required. Preferred Qualifications • Proficiency at the Department of State recognized level of at least level 1 in verbal Lao or another mainland Southeast Asian language is desired, but not required. • Previous experience working within the Bureau of International Narcotics and Law Enforcement Affairs, is desirable but not mandatory. Evaluation Criteria Factor 1 Management (30 points) Ability to analyze and plan programs to meet international criminal justice sector and counter-narcotics requirements. Duties require application of sound management and program management expertise. Experience in program management, police training, procurement guidelines, budget development, and program planning, execution, and monitoring. Individual should be able to grasp complex program management and criminal justice sector issues. These include, but are not limited to, law enforcement operations, justice sector issues, drug demand reduction, procurement of commodities and equipment, training, and logistics support. Individual's knowledge and understanding of INL Bureau, Federal Acquisition Regulation (FAR), and other U.S. Federal Government provisions on procurement, end-use monitoring, and contract management. Factor 2 Communication (25 points) Individual's experience and ability to use computer programs, spreadsheets, electronic-mail systems, and Internet resources to conduct research and to manage projects. Individual's ability to communicate in English, both orally and in writing. Individual's experience in preparing well-written reports. Factor 3 Overseas Experience (25 points) Individual's experience working overseas and maintaining working relationships in a cross-cultural setting, especially with foreign officials. Factor 4 Past Performance (20 points) Evaluation of applicant's ability to perform under contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
