Description
This is a pre-solicitation announcement for Request for Proposal (RFP) VA786-15-R-0027 for the Department of Veterans Affairs, National Cemetery Administration (NCA) at the Indiantown Gap National Cemetery, RR#2, Old Indiantown Gap Road, Annville, PA 17003-9618. This is one of three solicitations for HVAC conversion. The others are for Bath National Cemetery in Bath, NY and Baltimore National Cemetery in Catonsville, MD. Vendors can bid on as many as desired. Contractor shall provide all labor, equipment, material and supervision necessary to perform a site visit, feasibility study, design, and subsequent construction work to replace the existing HVAC System and install a closed loop geothermal system for both heating and cooling of the existing Maintenance and Public Restroom Building. All work shall be done in strict accordance with the contract specifications and drawings all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes. The estimated magnitude of construction range is between $100,000 and $250,000, and a bid guarantee is not required, but a payment and performance bond is required as decided in FAR 52.228-13. Bidders are urged and expected to inspect the site where work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect the site constitute grounds for a claim after award. There is only one site visit scheduled. December 3, 2014 at 10:00AM local, meet Cemetery Director James Metcalfe who is also the COR at Proposals will be evaluated and award will be made to the responsible offeror with the lowest priced technically acceptable proposal as per FAR Part 15. There are no tradeoffs. Proposals will be evaluated for acceptability but not ranked using non-cost/price factors. Factors that will be evaluated to determine technical acceptability are technical plan, schedule, safety, past performance and cost. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Cost will be evaluated on the basis of its realism and acceptability to the Government. This acquisition is set aside using a Cascading Set-Aside Procedure. The Government will award at the highest possible Tier. The Tiers are as follows- 1st- SDVOSB, 2nd VOSB, 3rd- all other small businesses. Further information regarding this procedure is contained within the solicitation. The NAICS Code is 238220. Size standard is $14Million. Electronic solicitations will be available for download from http://www.fbo.gov on or about November 21, 2014. All questions shall be emailed to Contract officer Katherine Iacovelli at Katherine.Iacovelli@va.gov by noon on December 8, 2014. Responses to the solicitation are due by noon EST on Friday, December 12, 2014 through the Vendor Portal Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in FURTHER INSTRUCTIONS TO OFFERORS. Failure to submit all required documentation formatted as required may result in your submission being determined technically non-responsive and removed from further consideration.
