SF330 U.S. Army Corps of Engineers, Detroit District, 477 Michigan Avenue, Detroit, MI 48226 INDEFINITE DELIVERY TYPE ARCHITECT ENGINEER (A-E) CONTRACT FOR SURVEYING AND MAPPING SERVICES FOR DETROIT DISTRICT Point of Contact is Carlette Williams, Contracting Branch, at Carlette.L.Williams@usace.army.mil 1. CONTRACT INFORMATION: Services of qualified surveying and mapping firms, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are sought to provide surveying services for the Detroit District but could include services anywhere within the Great Lakes and Ohio River Division, U.S. Army Corps of Engineers (USACE). Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. One Indefinite Delivery Indefinite Quantity (IDIQ) contract will be negotiated and awarded with a base period not to exceed one year and four option periods not to exceed one year each. The proposed services will be negotiated and obtained through the issuance of individual, fixed-price task orders. The ceiling for the base year and each option year is $1,000,000. An option may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. Individual, fixed-price task orders will not exceed $400,000. The maximum ceiling for the base year plus the option years of the contract will not exceed $5,000,000. The minimum guaranteed amount for the contract is $5,000. The estimated award date of the contract is May 2015. This procurement is a 100% SMALL BUSINESS SET-ASIDE. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. The North American Industrial Classification System (NAICS) code for this project is 541370, which has a size standard of $15 million in average annual receipts. To be eligible for this award, a firm must be registered in the System for Award Management (SAM) at www.sam.gov. 2. PROJECT INFORMATION: No specific projects are identified at this time. Surveying, mapping, and related required services include, but are not limited to the following: topographic mapping, horizontal and vertical control, construction layout surveys, quantity surveys, property surveys, terrestrial laser scanning surveys, hydrographic surveys, geodetic surveys, Geographic Information System (GIS) geodatabase creation, photogrammetric mapping and lidar mapping, title services and computer aided drafting and design (CADD). Surveys will primarily be performed at various project sites throughout the Great Lakes region, but could include services within the Great Lakes and Ohio River Division Boundaries. Work will require Global Positioning System (GPS) surveying, single & multi-beam hydrographic surveying, and conventional survey techniques; Performing volume computations of materials; Establishing vertical and horizontal control at project sites; Mapping project sites to support planning and engineering projects; Plotting the results of surveys and providing hard copy drawings and MicroStation design files. Photogrammetric facilities must be capable of producing topographic mapping that conforms to the ASPRS Accuracy Standards. Hydrographic survey capabilities must meet requirements of U.S. Army Corps of Engineers EM 1110-2-1003 Hydrographic Surveying, dated 30 November 2013. Hydrographic surveys shall include totally automated systems with the capability of positioning by use of a Differential Global Positioning System (DGPS) and Real-Time Kinematic (RTK) Global Positioning System. Firms must be able to submit survey and mapping data in the formats requested by the Government. These formats include but are not limited to 3D-Microstation, AutoCAD, Arc Info, Arc View, Arc GIS version 10.2.1, and ASCII. The files may be requested on CD ROM, DVD, external hard drives, or electronic transfer. 3. SELECTION CRITERIA: The selection criteria is listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria "a" through "e" are primary. Criteria "f" through "h" are secondary and will only be used as "tie-breakers" among technically equal firms. (a) Specialized Experience and Technical Competence: The offeror(s) will be evaluated on Specialized Experience and Technical competence in (1) Surveying and mapping expertise related to topographic mapping, horizontal and vertical control, construction layout surveys, quantity surveys, property surveys, terrestrial laser scanning surveys, hydrographic surveys, geodetic surveys, Geographic Information System (GIS) geodatabase creation; (2) Multi-beam and single beam hydrographic surveying and mapping ; (3) The ability to establish vertical and horizontal control at project sites; (4) Experience merging topographic and hydrographic survey data; (5) GIS-data development and experience with capability to provide products in ESRI and Bentley GIS formats including SDSFIE version 3.1 Compliant geodatabases; (6) Photogrammetric mapping and lidar mapping, title services and computer aided drafting and design (CADD); (7) Creation of 2D and 3D digital files including various digital elevation models (gridded, TIN, etc.), derived from combination of photogrammetric, field survey total stations, GPS and/or hydrographic survey methods. (8) Owned or leased electronic total station with a data collector, Global Positioning System (GPS) equipment, CADD data processing and plotting equipment, and general surveying equipment. Owned or leased DGPS and/or RTK/OTF GPS equipment capable of meeting requirements of U.S. Army Corps of Engineers EM 1110-2-1003 Hydrographic Surveying, dated 30 November 2013; (9) Ability to deliver drawings in 3D-Microstation (.dgn), AutoCAD, Arc Info, Arc View, Arc GIS version 10.2.1, and ASCII; (10) The ability to create and provide detailed metadata for all projects; and (11) Quality management procedures. (b) Capacity to Accomplish the Work: The capacity of the firm to perform approximately $1,000,000 in work of the required type in a one-year period. The evaluation will consider the availability of an adequate number of personnel in the key disciplines as follows: supervisory surveyor, supervisory hydrographic surveyor, GIS Specialist, party chief, multibeam/sonar operators, surveying office technician, CADD technician, and survey assistant. (c) Professional Qualifications/Key Technical Personnel: The offeror(s) will provide resumes that demonstrate the professional qualifications of key technical personnel for the following individuals: supervisory surveyor, supervisory hydrographic surveyor, senior technician, and GIS Specialist. Resumes shall indicate professional experience, training, and certifications. Registered land surveyors in Michigan, Wisconsin, Minnesota, and Indiana are required. The evaluation will consider education, training, certifications, registration, relevant experience and longevity with the firm of key technical personnel. (d) Past Performance: Past performance on DoD and other contracts with respect to quality of work and compliance with performance schedules. (e) Knowledge: Knowledge of vertical and horizontal control datums utilized in the Great Lakes region. (f) Geographic Proximity: The location of the firm is preferred to be localized to the general geographical area of the Detroit District, USACE. (g) Extent of Participation: Small businesses, small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. (h) Volume of DoD Contract Awards: Awards in the last twelve months. 4. SUBMISSION REQUIREMENTS: Interested firms having capabilities to perform this work must submit one original and one copy of the SF 330 Part 1 and one original with six copies of SF 330 Part 2 for the prime firm and all subcontractors, to the U.S Army Corps of Engineers, 477 Michigan Avenue, Room 700, Detroit Michigan 48226, ATTN: Contracting Branch, not later than 2:00 PM (Eastern time) on 6 January 2015. Regulations require that the selection board not consider any submittals received after this time and date. Solicitation packages are not provided. The SF 330 should specifically address the requirements of this announcement. The firm shall present an organization chart and a narrative describing how the organization will function. Those functions to be subcontracted out shall be clearly identified. Include the firms DUNS number for the prime and key subcontractors in the SF 330, page 1, block 10. In Section H, describe owned or leased equipment that will be used to perform this contract. Cover letters, company literature and extraneous materials are not desired and will not be considered. Facsimile transmissions will not be accepted. Personal visits to discuss this announcement will not be scheduled. As required by acquisition regulations, interviews for the purpose of discussing prospective contractor's qualifications for the contract will be conducted only after submittal review by the selection board. Interviews will be conducted by telephone. All questions and requests for information (RFIs) should be submitted via the Bidder Inquiry System in ProjNet at www.projnet.org/projnet. RFIs and questions must be received NOT LATER THAN 30 Dec 2014 at 10:00 am (Eastern); ProjNet will be unavailable for new inquires after this date. Offerors will receive an acknowledgement of their question via email, followed by an answer to their question after it has been processed by our technical team.
