- This is a SOURCES SOUGHT NOTICE; a market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The U.S. Army Corps of Engineers -Kansas City District is conducting market research in support of a new Blanket Purchase Agreement (BPA) for the rental of a Snooper truck with a minimum 40 ft reach) and an operator available on-site to be used in the inspection of bridges at the following lake/ project offices in Iowa, Nebraska, Missouri, and Kansas. The locations includes but not limited to: Clinton, Service Bridge, Lawrence, KS Harlan Co, Spillway Bridge, Republican City, NE Harlan Co, County Road A RR Overpass Bridge, Republican City, NE Harry S. Truman, Spillway Bridge, Warsaw MO Hillsdale, Service Bridge, Paola, KS Melvern, Service Bridge, Melvern KS Milford, Service Bridge, Junction City KS Perry, Service Bridge, Lawrence, KS Pomme De Terre, Service Bridge, Hermitage, MO Pomona, Service Bridge, Ottawa, KS Rathbun, Service Bridge Smithville, Service Bridge Stockton, Service Bridge Wilson, Service Bridge The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a) concerns, Historically Underutilized Business Zone (HUB-Zone) concerns, and Service-Disabled Veteran-Owned Small Business (SDVOSB), and Large business concerns to compete and perform a Firm-Fixed-Price (FFP) Construction Contract. A future procurement may result in the award of a Blanket Purchase Agreement (BPA). The associated North American Industry Classification System (NAICS) code is 532412 NAICS - Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing is $30,000,000.00. Sample Scope of Work 1.The contractor shall furnish and deliver to each job-site a snooper truck and operator to be used in the inspection and routine maintenance and repairs of the bridge(s). This scope of work also includes a few miscellaneous hours for bridge painting and maintenance following three of the bridge inspections. 2.Services would likely occur in April, May or June. The number of bridges requiring inspection with the snooper truck per year will vary with as few as 1 bridge and as many as 7 bridges. Work will generally be conducted on weekdays excluding federally-recognized holidays between 7:00 am through 6:00 pm or as agreed to by project personnel. The expected inspection duration required at each bridge varies and is outlined in the bid schedule. The duration does not include travel time to, from or between projects. The Contractor shall have the snooper truck and operator available on-site according the agreed upon schedule. The government shall develop the schedule in order to incorporate as many inspections during a week period as possible while allowing for travel time, inspection time, contingencies for weather delays, traffic and other possible miscellaneous maintenance items during inspections. The truck operator will coordinate with the bridge inspectors for adjustments to the schedule, breaks, lunch, and logistics. The Contractor is responsible for his own lodging requirements. 3.The snooper truck shall have the following requirements: a.The basket shall be self-leveling. b.The Contractor shall provide a snooper truck driver/operator. The driver shall be knowledgeable with operating the equipment, and shall be able to brief the bridge inspectors on how to safely operate the equipment. The bridge inspectors are provided by the Contracting Officer, and they shall operate the snooper basket. Bridge inspectors are U.S. Army Corps of Engineers employees. c.The Contractor shall provide a communication device between the basket and the driver. The communication device may be an on-board radio or handsets. d.The boom shall be capable of a 60-foot reach for the Spillway Bridges and shall be capable of a 40-foot reach for the Service Bridges. This is required unless otherwise agreed upon. The boom shall have a 4th boom, with articulation, with basket. 4.A safety inspection of the snooper truck shall be preformed prior to each inspection. The Contractor shall provide verification of safety measures of the equipment, including certifications for the proposed truck and operator. Both the truck and operator shall meet the inspection, operation and maintenance requirements and qualifications of the following criteria: a.USACE EM 385 Chapter 16 b.ASME B30.22-2010 c.ANSI A92.8-2012 This sources sought notice is solely for the Government's use as a market research tool. As such, the issuance of a competitive solicitation is NOT guaranteed.
