- Army Contracting Command-Redstone anticipates a Cost-Plus-Fixed-Fee (CPFF) and Cost-Plus-Incentive-Fee (CPIF) modification to existing Contract W58RGZ-12-C-0075 with General Atomics Aeronautical Systems, Inc., Poway, CA for continued Performance Based Logistics Support for MQ-1C Gray Eagle Unmanned Aircraft System Quick Reaction Capability. The effort will be performed at the UAS Training Base, Ft. Huachuca, AZ; Dugway Proving Ground, UT; National Training Center, CA; Edwards Air Force Base, CA; and El Mirage, CA, in support of QRC training, operations and equipment maintenance. The OCONUS support will be for current Gray Eagle QRC 1 and QRC 2 unit deployment sites. The planned period of performance is for up to five months. Under the authority of FAR 6.302-1, this contract modification shall be awarded on an other than full and open competitive basis to General Atomics Aeronautical Systems, Inc. Award to other than intended source would result in substantial duplication of cost to the Government and unacceptable delays in fulfilling the agency's requirements. All responsible sources may submit a response which shall be considered. All responses should be directed to Debra R. Wood at debra.r.wood2.civ@mail.mil and must be received within fifteen (15) days of the notice. This notice of intent to negotiate a sole source modification to Contract W58RGZ-12-C-0075 is not a request for competitive proposals. This is not a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
