Description
PWS The United States Coast Guard (USCG) Telecommunication and Information Systems Command (TISCOM) organization is conducting this Sources Sought to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements to provide an ongoing range of IT support services to selected USCG organizations under a single contractual agreement for a period of Period of Performance (POP) of a One month Base Period and Three 1 month Option Periods outlined as follows: Base Period = February 17, 2015 through March 16, 2015 Option Period One = March 17, 2015 through April 16, 2015 Option Period Two = April 17, 2015 through May 16, 2015 Option Period Three = May 17, 2015 through June 16, 2015 Please note, as it pertains to this Sources Sought, the USCG is not seeking a POP for a longer period time than what is stated above. The current requirements (See Attached Performance Work Statement (PWS) are being supported by General Dynamics through a Task Order competitively awarded under the Department of Homeland Security's (DHS) EAGLE 1 Indefinite Delivery Indefinite Quantity Contract on a Time and Materials basis. TISCOM will review all responses and use the information gathered in response to this Sources Sought notice to assist in determining whether to extend the services to General Dynamics for the aforementioned performance under the authority of FAR 16.505(b)(2)(i)(C), Logical follow on to a task or delivery order already issued on a competitive basis. This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the USCG. Responding to this Sources Sought is strictly voluntary. Respondents are neither obligated to participate in future solicitations nor are they guaranteed any contract awards. The Government will not reimburse participants for any expense associated with their participation in this Sources Sought. Again, this Sources Sought does not constitute or guarantees a request for a formal proposal. The attached PWS outlines the support services needed for the aforementioned POP. If your organization desires to respond to this Sources Sought, then your organization should provide documentation that supports your organization's capability to meet the requirements of the attached PWS. Note, all questions or concerns regarding any aspects of this Sources Sought shall be submitted via email to TIS-SMB-TEITIS-II@uscg.mil no later than November 27, 2014 at 2 p.m. (Eastern Standard Time) so that they can be addressed or clarified prior to the Sources Sought submission. Telephone inquiries will not be accepted. Responses to this RFI shall be submitted via email to TIS-SMB-TEITIS-II@uscg.mil no later than December 04, 2014 @ 2:00 p.m. (Eastern Standard Time). Late responses may not be reviewed. Telephone inquiries will not be accepted. As the current services are being provided under DHS' Eagle I multiple award IDIQ, in order to enable a continuation of services, TISCOM is only accepting responses to this Sources Sought from Offerors who are current awardees under DHS' EAGLE II multiple award IDIQ. Responses to this RFI shall be limited to a maximum total of 20 pages. All pages shall be typed in a font size of 12 point font size. The maximum page count and font size excludes literature and related documents that you provide. Note that any responses and supporting documents submitted in regards to this Sources Sought will not be returned. At a minimum, please include the following information in your response: 1. Company Name 2. Company's Contact Person and Phone Number/Email Address 3. Company's DHS EAGLE II IDIQ Contract Number 4. Describe your company's most current past three awarded task orders under Eagle I or Eagle II that are similar in scope to the synopsis of requirements given within the attached PWS. At a minimum, include the agency/organization supported, contract number, contract's point of contact (Contracting Officer or Program Manager), period of performance, the total dollar value of the contract and a brief description of the work performed under the contract. 5. Based on the attached PWS, provide a transition plan in regards to how your company will perform the PWS requirements starting on the anticipated award date of February 01, 2015 without a break in the current support services being provided by approximately 100 fulltime employees.
