Description
Attached are responses to questions submitted. The United States Coast Guard is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for an appointment scheduling system that allows mariners across the world to schedule appointments at a Regional Examination Center (REC). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541519. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The United States Coast Guard (USCG) National Maritime Center (NMC) manages a Mariner Credentialing Program (MCP). As part of the credentialing process, mariners are required to submit applications to the NMC and complete an examination at a Regional Examination Center (REC). The USCG has 20 REC across the United States where mariners can go to submit an application and complete the required examinations. The USCG NMC requires an appointment schedule system that allows mariners across the world to schedule appointments at a REC. Historically, the USCG has purchased StormSource software to fulfill this requirement as a sole source requirement on an annual basis. The Coast Guard is proposing to set up a contract with a 12-month base and four one year option periods. The purpose of this market research is to determine if a continued sole source to StormSource is justified, or if other applications are available to meet the USCG's needs. The USCG is requesting that interested companies provide a brief capability/information statement demonstrating the ability to fulfill the otfollowing requirements: 1. Provide web based system access to mariners and USCG users 24/7, 365 days a year from any location worldwide. Access types are the levels of system access assigned to each user who can log in to the system. The login must define what account features they can use. Provide the ability for mariners both internal and external customers to schedule appointments at any of the 20 REC locations in a single application. 2. Provide mariners the ability to schedule appointments for two types services: (1) appointments with a REC for filling out an application and (2) appointments with a REC for taking examinations 3. Provide mariners the ability to view a calendar to determine open day/time slots of all RECs that will best fit their schedule. 4. Provide the ability to schedule multiple consecutive appointments for a single mariner. 5. Provide the ability to send appointment status changes and reminders via email and text message to internal and external users and customers. All users must be aware of additions, cancellations or current appointment modifications. 6. Must be flexible to be customized by Agency. Modification/customization is necessary to adapt to the unique requirements. Products off the shelf must ultimately be geared to the specific needs. 7. Must be simple enough to accommodate any user. Over 60% of Mariners are not computer savvy. The system must be simple enough for employees to navigate through many screens it must therefore be intuitive, clearly directional, and user friendly. 8. Must be a secure system. The technology, security, and privacy policies must comply with HIPAA standards, such as encryption (SSL), system-user identifiers(logins, passwords), multiple user access levels, high-end physical server security, nightly backups, strong privacy policies (not sharing information with anyone unless directed to do so and timed log out. SSL (secure socket layer) on both the customer view and the site administration portion of the appointment software systems. SSL encrypts data as it passes to and from the server. There must be no sharing or selling of client data. 9. Must be able to generate a variety of Appointment Reports. The reports must have the ability to filter by date, time, location, staff member, and must be able to include or exclude actual mariner information. Types of reports required are Appointment Analytic Reports, Appointment Sheets for staff and members and security, Mariner Reports, Statistics Reports, Staff Member Summary Reports, and Appointment Exception Reports. 10. Must provide mobile apps. 11. Provide email and phone support 24 hours/day with a 1 day response time. 12. Must articulate in detail how you will conduct a smooth transition from the system currently in use to a new system. Interested parties should submit their response in either a.doc or.pdf compatible format via email to Adrian Ferguson @ Adrian.d.ferguson@uscg.com and to Miranda Collins at Miranda.m.collins@uscg.mil by 4:00pm Tuesday, November 25, 2014. The response shall demonstrate the ability to meet the requirements listed above. Submissions should be no more than five (5) pages plus cover sheet. Questions may be submitted via e-mail to Adrian.D.Ferguson@uscg.mil and Miranda.M.Collins@uscg.mil by Tuesday, November 18, 2014 concerning this requirement. The USCG will respond to the questions by November 20, 2014. This RFI is for market research purposes only. It is neither a request for quotation/request for proposal, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. This RFI is not a guarantee of a future solicitation, work, or contract.
