- DRAFT STATEMENT OF WORK Product development, test and evaluation, programmatic support, and engineering support services for the SEAL Delivery Vehicle (SDV), Special Operations Design and Development, Shallow Water Combat Submersible (SWCS), Dry Combat Submersible (DCS), NSW and Explosive Ordnance Disposal underwater vehicles, and any other NSW or NSW-related projects arising in the Maritime Mission Systems Division -------------------------------------------------------- The purpose of this Sources Sought announcement is to identify sources capable of providing support for this effort. The information received will be used to determine if the whole requirement, or a portion of the requirement, can be set aside for small business, 8(a) business development participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, economically disadvantaged women-owned small business concerns or women-owned small business concerns eligible under the Women-Owned Small Business Program. The Government will use responses to this request for information to make appropriate acquisition decisions. This is a Request for Information (RFI) only. This is not a solicitation announcement. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Performance Work Statement (PWS), Attachment 1, requirements fall under the North American Industry Classification System (NAICS) code 334511. Small Business Size Standard is 750 employees. Product Service Code (PSC) J020-Maintenance/Repair/Rebuild of Equipment- Ship and Marine Equipment apply. Interested firms must demonstrate in their qualification statement that they are qualified to perform the complete PWS under this NAICS and PSC codes. Detailed information on the PWS requirements is provided via the draft PWS (Attachment 1). In brief, the PWS tasks are a variety of tasking that will include product development, test and evaluation, programmatic support, and engineering support services. Specific projects to be supported include the SEAL Delivery Vehicle (SDV), Special Operations Design and Development, Shallow Water Combat Submersible (SWCS), Dry Combat Submersible (DCS), NSW and Explosive Ordnance Disposal underwater vehicles, and any other NSW or NSW-related projects arising in the Maritime Mission Systems Division within the duration of this contract. The following information is provided for INFORMATIONAL purposes only: The estimated level of effort (LOE) is 29,778 hours for each 12 month period of performance. Any resultant contract is anticipated to be for one (1) twelve-month base period; and four (4) twelve-month option periods; potentially totaling sixty (60) months. An Indefinite Delivery / Indefinite Quantity Contract for a period of five years with provisions for completion and term form delivery orders. This Request for Information (RFI) is being issued to: 1. Gather industry input on the attached draft SOW 2. Request information on any changes in industry that the Government should consider to achieve direct cost savings 3. Request information on firms with capability to provide the requirement. Firms responding to the SSN/RFI are asked to submit comments that address the Government's requirements, assumptions, conditions, or contemplated approaches to this future acquisition. Please submit information or suggestions that may encourage new, different or innovative approaches that would result in direct cost savings to the Government. Firms SHOULD NOT submit: proposals or offers; company marketing materials; requests to be considered for award or to be notified of a future solicitation; requests to be added to a mailing or distribution list; questions or comments not related to this RFI. Firms responding are requested to provide NSWC PCD all appropriate documentation (i.e., a detailed capability statement and/or relevant past performance history documenting its ability to perform similar PWS requirements) -- to include product development, test and evaluation, programmatic support, and engineering support services to carry-out the requirements of the PWS. In addition, your capability statement and/or relevant past performance history should: • Identify appropriate levels and types of expertise in a manner that demonstrates its understanding of the requirements of the PWS; • Identify all property, equipment, and facilities necessary to perform the requirements of the PWS. Responses must include the following: (1) Describe capability of performance as related to draft PWS; (2) Provide name and address of firm; (3) Indicate size of business including average annual revenue for past three years, number of employees, and status: Large, Small, Small Disadvantaged, 8 (a), Women-Owned, HUB-Zone, Veteran- Owned and/or Service-Disabled-Veteran-Owned Business; (4) Represent ownership including Country of Ownership, Central Contractor Registration (CCR) information, and DUNS Number if available; (5) Include number of years in business; and (6) Provide two points of contact including: name, title, phone, fax, and e-mail address. There is no specific format or outline submittals must follow. Summaries should be no longer than 10 pages in length. NSWC PCD requests your responses by 04:00 pm (CST), on 03 December 2014. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWC PCD strategic planning. Information should be e-mailed to Courtney Henslee (Contract Specialist) and labeled with the sources sought number and title. Information provided will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. NSWC PCD may request further information regarding the capabilities of respondents to meet the requirements. This is a Sources Sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement.
