- HEATING AND PIPE INSULATION ON NOAA SHIP - FERDINAND HASSLER NOTICE DATE NOVEMBER 20, 2014 NOTICE TYPE: Pre-solicitation Notice NAICS: 238210 - ELECTRICAL CONTRACTORS, STRUCTURE AND BUILDING EXTERIOR CONTRACTORS Contracting office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition, 200 Granby Street, Suite 815 Norfolk, VA 23510 The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations, NOAA Ship Ferdinand Hassler, is soliciting a requirement for a heating and pipe insulation solution. Award of a firm fixed price purchase order is anticipated utilizing Simplified Acquisition Procedures. The purchase order of the service agreement will be a Total Small Business Set Aside in accordance with FAR 6.202(a)(3). The associated NAICS code is 238210. The small size standard is $15 million. The Federal Supply Class is J059 - Maintenance and Repair of Electrical and Electronic Equipment. The solution requested involves an external heating element through which the water is pumped. This system would require access ports in the tank, where water will be circulated out of the tank through a clean water heater system and passed back into the tank creating a flow. The total period of performance for all work specified in the Statement of Work is immediately following the award - December 30, 2014. Solicitation number EA-133M-15-RQ-0060 will be issued November 20, 2014 via FedBizOpps at www.FBO.gov. Amendments to the solicitation will also be provided on the Internet using the same protocol listed above. The solicitation will close November 24, 2014. In order to be considered for Award, vendors must have Safety of Life at Sea (SOLAS) Certification. In addition, to be considered for Award, vendors must provide proof of the ability to perform repairs/services from the Original Equipment Manufacturer (OEM). All responsible sources may submit a quote that shall be considered by the agency. Quotes are to remain effective for 30 days after close of solicitation. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the System for Award Management (SAM): www.sam.gov. The anticipated award date is on or about November 26, 2014. Contractors are encouraged to register with FedBizOpps Vendor Notification Service.
