- Drawing 207/5 Drawing 207/4 Drawing 207/3 Drawing 207/2 Drawing 207/1 Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes (offers) are being requested and a written solicitation will not be issued. Solicitation number DTSL55-15-Q-P0355 is issued as a request for quotation. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-77. The applicable NAICS code is 541990 and the size standard is $15.0M. T he Saint Lawrence Seaway Development Corporation requires a firm to provide shop inspection and welding nondestructive examination (NDE) services for the fabrication of six (6) new single-skin reverse tainter culvert valves and six (6) struts, which will be made of structural steel to the Corporation's design. The culvert valves are large steel structures that serve to control the flow of water into and out of the locks. The struts are tubular structures approximately 50 ft. to 65 ft. long that are used to operate the culvert valves. The approximate dimensions of each valve are 14 ft. high by 12 ft. wide by 16 ft. long with an estimated weight of approximately 32,000 lbs. each. The valves and struts will be fabricated by Custom Fabrications & Coatings of Granite City, Illinois and the inspection and NDE services will be performed at this location. The first two (2) valves and struts are to be delivered to the Corporation by March 30, 2015 and the schedule for fabrication and delivery of the others is yet to be determined. Cost and technical proposals are required. See attached statement of work for submittal instructions. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. Award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Corporation, considering specialized experience, qualifications, past performance, and cost. Offerors are required to include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer if they have not completed their certifications and representations on the System for Award Management (SAM) website at www.sam.gov. FAR clause, 52.212-4, Contract Terms and Conditions-Commercial Items, Alternate I (May 2014) is applicable to this acquisition.
