Description
Performance Work Statement, SMC/LR 2 month extension The United States Air Force Space and Missile Systems Center (SMC) Launch Systems Directorate (SMC/LR) intends to issue a 2 month bridge contract for Advisory & Assistance Services (A&AS) to acquire acquisition support services for the Launch Systems Directorate Evolved Expendable Launch Vehicle (EELV) Program. This is a continuation of effort to the existing Launch and Range (LR) Management Support Services Task Order (TO) contract currently performed by Quantech Services Inc., 91 Hartwell Avenue 3 rd. FL Lexington MA 02421-3130. The estimated period of performance is 01 Dec 2014 - 31 Jan 2015. Services will be rendered at Los Angeles Air Force Base. The LR Management Support Services TO is responsible for providing manpower/resource management, personnel evaluation management, management of personal programs; information management, management of supplies, management of personnel readiness, programmatic advisory assistance and review analysis, and acquisition strategic planning support. This 2 month sole source extension is required to ensure there is not an unacceptable lapse in A&AS support while SMC/PKK us competing a 3 year SMC Acquisition Financial Support (SAFS) multiple award delivery order for A&AS requirements. All responsible sources may submit a Statement of Capabilities (SOC) which will be considered. This effort uses NAICS code 541611 with the standard size of $15m annual receipts. The SOC must demonstrate that the contractor would be able to perform the effort on the day of award. For this 2 month bridge contract, there will be no transition period. In addition, the SOC is required to address the attached PWS and experience requirements. Oral communications are not acceptable. Interested Contractors must submit an unclassified Statement of Capability (SOC) by 12:00 pm (Pacific) on 24 Nov 2014 demonstrating A&AS experience and knowledge of Management Support Services A&AS. The SOC must include the following information: 1) Company name, mailing address, points of contact and telephone numbers; 2) Business size classification (large, small, or other); 3) Experience; and 4) Ability to satisfy the government's performance and schedule requirements described above. Proprietary information must be expressly identified in the SOC. Any information submitted in response to this synopsis is strictly voluntary. The SOC shall not exceed 5 one-sided pages in length. All responses must conform to 8.5 by 11.0 inch pages, page margin normal size 1.0 inch, with font no smaller than 12 point. Electronic submissions are acceptable and may be submitted to gary.scullin@us.af.mil. This notice is for information and planning purposes only; it does not constitute an RFP. Responses received after Nov 24, 2014 may not be considered in the Government's analyses.
