Description

This is a SOURCES SOUGHT SYNOPSIS and IS NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified firms. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The scope of this effort is to develop and acquire a design-build contract to renovate 2 aircraft hangers, 2 administrative buildings, 1 warehouse, 1 hazmat facility, construct new 4000 SF maintenance building and demolition of one facility (4000 SF). This includes furnishing all equipment and materials and performing all labor and supervision for the following, but not limited to: interior renovations, construction of sensitive compartmented information facilities (SCIF), heating and air-conditioning, HVAC and SCADA controls, plumbing, fire suppression, interior electrical and lighting, fire and intrusion alarms, deluge system, fencing, roofing, limited environmental remediation, construction of new facility, building demolition, compliance with ADA, design-build and other related work. The U.S. Army Corps of Engineers, Los Angeles District, anticipates a future procurement for these services. The estimated magnitude of this project is over $20,000,000 with a period of performance Not to Exceed 17 months. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 236220. Interested sources shall submit a capability statement demonstrating their ability to perform work as described above. Responses are requested with the following information, which shall not exceed a total of eight pages. 1.Offeror's name, DUNS#, address, points of contact with phone numbers and e-mail addresses. 2.Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) and NAICS code designations shall be indicated on first page of submission. 3.Interest in bidding on the solicitation when it is issued. 4.Bonding capability (construction bonding level expressed in dollars; along with current available bonding capacity) in the form of a Letter from Surety. Must be able to bond a single project in an amount greater than $20,000,000. 5.Descriptions of capability to perform the proposed construction, manage subcontractors, and prepare and comply with various environmental and construction permits for California. 6.Past performance/experience on a design-build project of similar magnitude and complexity describing no more than five (5) projects performed within the past 7 years. The past performance information should include project title, location general description of the construction to demonstrate relevance to the proposed project, the Offeror's role, dollar value of contract, performance timeliness, and name of the company, agency, or government entity for which the work was performed with contact information (reference name, phone number, and email address). Project examples must range from $5,000,000 - $30,000,000 with at least one (1) of them in excess of $15,000,000. Three (3) of the five (5) must also have occurred on a military installation. Responses should be submitted to Lucia A. Carvajal, Contract Specialist. Mail submittals or send overnight courier to U.S. Army Corps of Engineers, Los Angeles District, Contracting Division, c/o Lucia A. Carvajal, 915 Wilshire Blvd., Suite 930, Los Angeles, CA 90017. Submittals are due no later than 23 December 2014 at 2:00 PM local time. Submittals will not be returned. Email responses WILL NOT be honored. This is not a Request for Proposals, only a Request for Information. No award will result from this Sources Sought Notice. This notice does not constitute any commitment by the Government.
