141121 - This modification is issued to delete the two attached documents and to replace them with the revised attachments. THIS IS A SOURCES SOUGHT SYNOPSIS. A SOLICITATION IS NOT AVAILABLE. THIS SOURCES SOUGHT SYNOPSIS IS NOT DIRECTLY RELATED TO A FUTURE SOLICITATION. The intent of this sources sought synopsis is to identify the potential for commercially available crystalline solar photo-voltaic (PV) systems that can satisfy Guam ™s high wind load criteria. Roof mounted and ground mounted PV systems present a unique design challenge in Guam, where wind load criteria is significantly higher than anywhere else in the United States and its territories. It is not clear that commercially available PV systems have the ability to satisfy Guam wind criteria. Thin-film PV systems are not part of this survey. NAICS 238210, $15M average annual receipts. CAPABILITY STATEMENT: Providers of solar PV systems shall submit a general statement and design and performance capabilities information to address the following information: 1. Identify your companys number of years in business; affiliate information, parent company, and joint venture partners. Provide company business size and status as designated by the NAICS and the U.S. Small Business Administration. Please use the attached information matrix to submit your information. 2. Submit no more than three (3) contracts where your company has installed PV systems, within the last five (5) years. Please use the attached information matrix to submit your information. Contracts should demonstrate the highest and most robust wind criteria that you have met or exceeded in the recent past. Please be specific and provide the minimum wind criteria used, project name and location, contract award amount, size of PV system, start and completion dates, and the project owners contact information. 3. Complete and submit the attached questionnaire. 4. Please do not submit company brochures. The Naval Facilities Engineering Command, Pacific will use responses to this sources sought synopsis to make appropriate engineering and acquisition decisions. RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS MUST BE RECEIVED NO LATER THAN 10:00 a.m. HST on January 21, 2015 VIA EMAIL TRANSMISSION TO norine.horikawa@navy.mil. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. THE GOVERNMENT WILL NOT PAY FOR ANY EFFORT OR MATERIALS EXPENDED IN RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. THE GOVERNMENT WILL NOT PROVIDE A DEBRIEFING ON THE RESULTS OF THIS SURVEY. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
