Description
Synopsis: The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement in support of the Armed Forces Medical Examiner System (AFMES), Division of Forensic Toxicology (DFT) for Certified Drug Free Urine in accordance with the specifications listed in the Minimum Essential Criteria to be provided in the solicitation, to Dover AFB. This procurement is a 100% small business set aside. The North American Industry Classification System (NAICS) code is 325413. This solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c); therefore hardcopies will not be provided. Proposals submitted must be in electronic format as stated in the solicitation. All responses to this solicitation must be submitted in digitized/electronic format. Paper copy responses will not be accepted. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-77. This requirement will be for Indefinate Delivery Firm Fixed Price (FFP) contract for one (1) base year to include four (4) 12 month option periods to be excised each year at the governments discression. The DFT's primary function is to provide forensic toxicology testing and consultation for all Department of Defense (DoD) air, ground, and sea based mishap investigations, and criminal investigations. It also provides fitness for duty investigations, and medico-legal determinations (e.g., DUI) and other special cases of national interest. The laboratory serves as the central forensic toxicology laboratory for the entire DOD by providing drug analyses. In addition, the laboratory provides analysis on concentration determinations for therapeutic or toxic doses of drugs and special study investigations for emerging drugs of abuse, and is the only lab to administer the proficiency testing program for the DoD Drug Demand Reduction Program (DDRP). Certified drug free urine, in liquid form, is used as the base for proficiency tests sent to labs in the DDRP. The urine is quote mark spiked quote mark with drugs of abuse, at various levels, and each lab then tests these samples and reports to the DFT. All responsible sources may submit a quote, which shall be considered by the agency.
