Description

This notice constitutes a combined synopsis and solicitation in accordance with FAR Part 12. The Department of Veterans Affairs, Syracuse VA Medical Center, 800 Irving Avenue, Syracuse, New York 13210-2716 intends to award a firm, fixed price service contract to perform testing and inspection of the facility's electrical distribution system. Contractor shall provide inspection, testing and maintenance service for the electrical distribution system including all labor, material and equipment. Contractor must provide evidence of insurance coverage to the Contracting Officer. This project is subject to the Service Contract Act. The applicable NAICS code is 238210 and the size standard is $15.0 million. This is 100% set aside for small business. The period of performance for the work is 180 calendar days after date of award. All relevant solicitation documents may be accessed for download on the date of issue at the following website: http://www.fbo.gov. Any amendments to the solicitation will be posted solely to this web site. It is the responsibility of the offeror to verify the number of amendments issued. The provision at FAR 52.212-1, Instructions to Offerors Commercial (FEB 2012), applies to this acquisition. Offers will be evaluated using the Best Value method. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (FEB 2012) applies to this acquisition. All offers must include a completed copy of this provision. All offerors must be currently registered in SAM at website https://www.sam.gov/. The VA will not pay any costs incurred in preparation and submission of proposals. The solicitation package will be available on or about November 21, 2014. The date for receipt of proposals is December 12, 2014 at 2:00 PM EST. All technical and price proposals must be submitted electronically (e-mailed) to richard.williams18@va.gov. Questions must be submitted in writing by December 3, 2014 and only via email to Richard Williams at richard.williams18@va.gov. All site visits must be conducted prior to December 3, 2014.
