Description
The purpose of this sources sought is to gain knowledge of potential qualified sources and to identify parties having an interest in and the resources to provide a full array of behavioral health services to Montana veterans with mental illness (over 1,000 statewide). Due to the large number of veterans needing behavioral health services and because of the vast, rural areas of Montana, the Montana Veteran's Health Administration (VHA) is not always able to provide services in a timely manner or geographically, VA behavioral health services are not available. Multiple Award fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, approximately 5-7 are anticipated to provide statewide coverage The mental health services that the Montana VHA is seeking would vary depending on each individual veteran's diagnosis and medical necessity, however contractors must have the capability to provide recovery-based psychotherapy, therapeutic group therapy, case management, therapeutic aid, day treatment, medication management, and/or nursing services to include medication box set-up, medication administration, and medication education. The mental health diagnoses could include any diagnosis listed in the DSM-V but the most frequently seen diagnoses include PTSD, depressive disorders, adjustment disorders, psychotic disorders, and bipolar. The contractor must have the knowledge, skills, and ability to assess for suicidal ideation and be able to provide safety planning and care for a veteran expressing suicidal ideation. Contractors shall comply with DoD/VA have treatment guidelines for mental health conditions. Guidelines are available at the following web site: http://www.healthquality.va.gov/ Services shall be provided at the contractor's facility/facilities and the facility must be located in the state of Montana. The contractor must be available Monday through Friday to provide services as needed and also have a system in place for a veteran to access 24/7 crisis coverage. The contractor(s) shall be licensed in the state of Montana and at a minimum provide staff to include state of Montana licensed professionals to perform these services or in the case of case management and therapeutic aid services, supervision by licensed professionals. Staff to include: Licensed Clinical Psychologists and/or Licensed Clinical Social Workers and/or Licensed Clinical Professional Counselor; Psychiatrist and/or Nurse Practitioner; Registered Nurses and/or Licensed Professional Nurses, and Bachelor level individuals with degree in social work or related field. All individuals must be experienced and capable of providing requested services under their licensure or education. Contractor shall be experienced in and provide recovery based therapy in accordance with VA/DoD Guidelines.Recovery - oriented treatment must include plans/goals/interventions that are SPECIFIC, MEASURABLE, ATTAINABLE, RELAVANT and TIME-LIMITED ("SMART" TREATMENT PLANNING). Treatment should work on creating a positive change which is reflected in clinical notes. The VA endorses evidence-based treatment modalities that build on the veteran's strengths, inspire hope, and are veteran-driven. Contractor shall have experience providing detailed clinical notes to document treatment. The North American Industry Classification Standard (NAICS) Code is 621420 (Outpatient Mental Health and Substance Abuse Centers) with an applicable size standard of $15.0 Mil. Any interested firms capable of providing these services are requested to respond via e-mail to Kathy.mannion@va.gov no later than 1:00 p.m. MST 10 December 2014 with the following information: 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Confirmation of offerors' active System for Award (SAM) registration and valid Tax Identification Number. 3. Business size/classification, to include any designations as Certified Small Business, HUBZone Certified Small Business Concern, Section 8(a) contractor, Service Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business or Large Business Concern, shall be indicated on first page of submission. 4. Provide a minimum of two (2) but no more than five (5) projects completed within the last five (5) years from the date of this notice which demonstrate experience providing all the services being requested at the same magnitude. 5. Provide the physical location of the facility/Facilities that will be providing the requested services? 6. Provide the specific counties in Montana that coverage can be provided and the approximate number of veterans that can be treated per month with available staff. 7. State whether or not your firm has the capability to provide all of the following types of services; psychotherapy, therapeutic group therapy, case management, therapeutic aid, day treatment, medication management, and/or nursing services to include medication box set-up, medication administration, and medication education, suicidal assessment, safety planning and 24 hour crisis. 8. The current number of Montana licensed mental health professional currently on staff and number of each discipline. 9. Describe knowledge, certifications, experience providing recovery-oriented therapy. 10. Describe experience treating veterans diagnosed with PTSD, depressive disorders, adjustment disorders, psychotic and bipolar disorders and knowledge, skills, and ability to assess for suicidal ideation and ability to provide safety planning and care for a veteran expressing suicidal ideation. Responses to this notice (1-10 above) is strictly for market research purposes only and will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought synopsis are not considered adequate responses to any future solicitation announcements. Responses to this sources sought notice are not requests to be added to a prospective bidder list or to receive a copy of future solicitation. It is not considered to be a commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided.
