- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR Part 12, The U.S. Army Corps of Engineers, Philadelphia Engineering District, intends to issue a Firm, Fixed Price (FFP) contract for Rope Access and Inspection Services at the Locks and Dam located on the Ohio River in Hannibal, OH. The offer for services will include all travel expenses of the contractor as included in the contractors quote. Transportation is not separate from the FFP quote 1.0 SUMMARY OF WORK 1.1 General: The Contractor shall provide one (1) IRATA/SPRAT certified Level III Rope Access Supervisor to perform the following duties: Develop effective rigging and safety plan, supply all necessary rescue/rigging and rope access equipment, perform safety supervision and provide potential rescue services for U.S. Army Corps of Engineers (USACE) structural engineers inspecting steel tainter gates. The contractor shall also provide one (1) American Society for Nondestructive Testing (ASNT) certified Level II weld inspector, who also holds a minimum IRATA/SPRAT Level I Rope Access Technician certification, to perform non-destructive testing (NDT) as needed at Hannibal Lock and Dam. If the Level III Rope Access Supervisor also holds the required ASNT Level II certification, only one person is required. Inspections will be performed at Hannibal Locks and Dam located on the Ohio River, Hannibal, OH. The project includes Eight (8) non-submersible tainter gates that are to be inspected. 1.2 Duration and dates: The inspection is scheduled for 1-8 December, 2014. Inspection dates are tentative and are subject to change. Travel to and from the project is intended to be outside of the inspection days for each trip. Eight hour work days will be required for the inspections. Assume 8 days for base bid and an option for up to 1 additional day. While on site, the Contractor will be given a minimum 1 day advance notice of intent to award the option day. 1.3 Detailed Requirements - Base Contract: The Contractor shall complete the following tasks: 1.3.1Development of Job Hazard Analysis (JHA). The Contractor shall coordinate with the USACE technical POC to develop and provide the JHA, including rescue plan, and host a pre-work safety briefing before inspection work commences. The JHA shall be developed to the extent possible with information available prior to the inspection and submitted to the USACE as a draft no less than two (2) days prior to the inspection. The JHA shall be completed on site by the Contractor with USACE and facility POC input, reviewed and signed by all applicable parties at the pre-work safety briefing prior to the inspection. Prior to conducting any rope access work before each shift, the Contractor shall hold documented safety meetings, rescue pre- planning, and complete and provide Job Hazard Analysis forms. The Contractor's Rope Access Supervisor shall participate in a teleconference (approximately one (1) hour duration) with members of the inspection team and USACE project personnel at least two (2) days prior to the commencement of the work to discuss the rigging plan, equipment needs, and other logistics. 1.3.2Safety supervision of USACE engineers performing inspection via rope access by SPRAT or IRATA certified personnel by the Level III Team Leader/Rope Access Supervisor. The safety supervision will include ensuring proper rigging strategies and all actions are in accordance with requirements outlined in SPRAT or IRATA industry standards and as outlined in the USACE Safety Manual referenced in Section 1.4 below. In addition to the certification requirements, the Level III team leader must have previous experience as Level III on a minimum of 3 similar structural inspection jobs. The weld inspector must be an ASNT Level II certified NDT technician, who also holds a minimum IRATA or SPRAT Level I Rope Access Technician certification. The ASNT inspector must have experience with ultrasonic shear wave inspection methods while using rope access on three (3) similar structural inspection jobs within the previous three (3) years. The names, qualifications, and previous experience records of the proposed technicians that will be assigned to this project, to include SPRAT or IRATA certifications, ASNT certifications and work experience shall be submitted to USACE with the Contractor's cost proposal. 1.3.3Develop comprehensive rigging and access plan to allow USACE inspectors to perform hands-on close-up visual inspection of all tainter gate components, including but not limited to, the upstream skin plate, downstream gate horizontal girders, strut arms, horizontal ties, bracing members, trunnion bearings, etc. Ensure inspection is coordinated with the USACE technical POC. USACE will provide the necessary equipment to rig for general ascending and descending operations (ropes, rope protection, anchors (webbing, metal slings, carabiners). USACE inspectors are SPRAT or IRATA Level I certified and will provide their own personal gear to include multi-purpose harness. If the Contractor's rigging and access plan involves rigging for rescue, hauling, or any situation that requires equipment not listed above such as pullies, mini-hauls, etc. the contractor is responsible to provide that equipment. Contractor shall be prepared to manage sufficient rigging necessary for two USACE inspectors to be on the ropes at any one time. USACE will provide extra equipment, as listed above, to facilitate moving equipment to the next inspection point in order to minimize the down time of the USACE inspection team. 1.3.4The Contractor shall also perform non-destructive testing (ultrasonic shearwave) of welds (see attachment 4 for weld locations) with an ASNT certified Level II inspector. Details of NDT shall be coordinated with the USACE technical POC prior to work. The welds shall be inspected using NDT methods in accordance with AWS D1.1:2010. The technician performing Ultrasonic Testing (UT) shall be qualified to ASNT Level II or III as specified in subsection 6.14.6.1 (see Attachment 1). Acceptability of welds shall be in accordance with AWS D1.1:2010, Table 6.3 for cyclically loaded structures (see attachment 2). NDT test reports shall identify the location of flaws that do not meet the acceptance criteria and the actual location of flaws shall be marked on the tested welds using indelible ink visible for photos. The NDT technician shall photograph all tested locations that contain defects. The photos shall show the location of defects and shall identify the gate number and location of the defect on the structure. Written report shall provide level of failure, including reference level, sound path, indication level, location, etc. Simply providing a quote mark pass/no pass quote mark documentation report of NDE results will not be acceptable. Results must be sufficient to allow analysis of weld deficiency and location of flaw for structural weld repairs. Draft written reports of weld testing shall be provided to the USACE technical POC on AWS Form M-11 (see attachment 3) or similar form at the completion of each day of inspection. A signed report shall be provided to the technical POC within seven (7) calendar days of the completion of the inspection. 1.4 Option Day. An Option will be considered for up to 1 additional day. Options for the additional day will be considered separately for the IRATA/SPRAT certified Level III Rope Access Supervisor and the ASNT certified Level II weld inspector making a total of two options. In determining the daily rate for the option days, assume that there will be no additional travel or mobilization costs. If the option days are necessary, they will be awarded such that all work days will be in succession. 1.5 Limiting Criteria: All equipment must meet or exceed OSHA and ANSI requirements, and be in accordance with applicable SPRAT and/or IRATA standards and the Corps of Engineers Manual EM 385-1-1, entitled Safety and Health Requirements Manual, dated September 2008. Contractor personnel shall follow comprehensive safety guidelines for rope access in accordance with IRATA and/or SPRAT requirements as applicable for quality assurance, safety, training, documentation and working practices. A Request for Quote (RFQ) number W912BU-14-T-0008 (the solicitation) is attached with a closing date of 26 November 2014 at 10:00 AM (EST). Hard copies will not be available and telephonic, written or fax requests will not be accepted. The official media for distribution of this RFQ is Federal Business Opportunities (FBO). Contractors may download the solicitation (including any drawings) and any amendments via the FBO web site at www.fbo.gov. It is the Offerors responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFQ and any amendments. One (1) copy of the Offeror's proposal will be delivered to a Robert.w.hutcheon@usace.army.mil or FAX at (215) 656-6780. All contractors are required to be registered in the System for Award Management (SAM) before award as required by DFARS 204.7300. Also, firms who receive a Federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS Report on your employment of targeted veterans.
