Description
This project will renovate and repair (design-build) an existing open area into administrative office spaces. The work includes hazardous material removal/disposal work, doors, windows, drywall, architectural finishes, plumbing, air conditioning and ventilation, fire protection, access control system, electrical work, and incidental related work. Supporting facilities include connecting utilities, electrical and communication ducts, and site improvements. Estimated range is from $5,000,000 to $10,000,000. The North American Industry Classification System (NAICS) Code is 236220 and Average Annual Receipts Is $36.5 Million Over the Past Three Years. THIS PROCUREMENT IS 100% SET-ASIDE FOR HUBZONE SMALL BUSINESS CONCERNS. All technical factors, when combined, are considered of equal importance to Past Performance. All non price evaluation factors, when combined, are considered approximately equal to price. Factor 1: Technical Approach; Factor 2: Experience; Factor 3: Safety; and Factor 4: Past Performance; and Price. Contract award will be made to the offeror proposing the best value to the Government from a non-price and price standpoint. The contract completion period is anticipated to be 470 calendar days. A site visit has been scheduled for 6 January 2015, 9:30 a.m. HST. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions. Offerors interested in attending the pre-proposal site visit must provide company name, attendees name(s), attendees phone number. If you do NOT have a Rapidgate pass to access the base, please submit the completed JBPHH/JB2 Form 0-180. All requests and forms (if applicable) shall be submitted to Ms. Ann Saki-Eli at ann.sakieli@navy.mil on or before 16 December 2014, 2:00 p.m. HST (NO EXCEPTIONS). Additional information regarding the site visit will be provided in the Request for Proposal. The Request for Proposal (RFP) will be available on or about 8 December 2014. Hard copies containing the RFP will not be issued. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274215R1310 after the RFP is issued. Printed copies of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Approval will not be granted until receipt of the executed non-disclosure form. Amendments will normally be posted to the web site https://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to https://www.neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274215R1310. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holder ™s list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation.
