- ***THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF HEALTH (NIH), CLINICAL CENTER (CC), OFFICE OF PURCHASING AND CONTRACTS (OPC), TO AWARD A CONTRACT NOW OR IN THE FUTURE*** This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) under NAICS code, 811219 ($19.0), that have the capability, experience, and capacity to provide maintenance, support, and emergency servicing of a Siemens ECAT HRRT PET scanners (referred to as HRRT) in support of the NIH Clinical Center's Positron Emission Tomography (PET) Department as described in the Statement of Work. STATEMENT OF WORK - "Background/Scope/Objectives" "The National Institutes of Health (NIH) has had an intramural research program involving positron emission tomography (PET) since 1980. The group of investigators using PET at NIH includes researchers from the PET and Nuclear Medicine Departments in the Clinical Center and investigators in National Institute on Aging (NIA), National Institute of Mental Health (NIMH), National Institute of Neurological Disorders and Stroke (NINDS), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), National Institute on Alcohol Abuse and Alcoholism (NIAAA), National Heart, Lung, and Blood Institute (NHLBI), National Cancer Institute (NCI), National Institute of Dental and Craniofacial Research (NIDCR), and National Institute on Deafness and Other Communication Disorders (NIDCD). Operational PET scanners are essential to the missions of these institutes to support research into many different disease conditions. The PET Department, as a part of the Clinical Center, has as its mission the provision and maintenance of state-of-the-art scanning equipment for use by and in collaboration with the institute scientists. The Government's objective is to obtain (subject contract shall cover) maintenance, support, and emergency servicing of a Siemens ECAT HRRT PET scanners (referred to as HRRT) in the PET Department of the NIH Clinical Center. The HRRT was acquired in 2004. Included with the HRRT is a patient bed supplied by Agile Engineering (Knoxville, TN). The scanner is used in the research projects of many institutes at the NIH to study a variety of physiological processes in health and disease. A maintenance contract will be needed (In order) to maintain the current level of operation (8:00am to 5:00pm daily). Included in this contract will be an annual preventive maintenance visit, emergency servicing, spare parts, hardware, software and firmware upgrades and support. The NIH CC intends to issue a single Request For Proposal (RFP) and issue one award contract for maintenance, support, and emergency servicing of a Siemens ECAT HRRT PET scanners. The award will be firm fixed-price and include one 12-month base period and four 12-month option periods." Capability Statement - Any potential offeror must demonstrate the following: The government will evaluate market information to ascertain potential market capacity, experience and capability for following subject topics: 1) Submission of Certificate Distributor or Manufacturer's agreements authorizing the offeror to be a distributor, reseller, maintainer of the original equipment manufacturers (OEM) products to the Federal Government. 2) Address your ability, experience and capacity to manage the government's requirement addressing the particulars of this effort. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. All information submitted in response to this announcement must arrive on or before the closing date. Responses must be submitted to the POC within 15 calendar days from the date of this synopsis. Responses shall be limited to 10 pages.
