- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The requisition number is AHR145080. The solicitation is issued as a Request for Quote (RFQ). (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-77. (iv) The corresponding NAICS code is 511210 and the small business size standard is $38.5 million. (v) List of contract line item number(s) and items, quantities and units of measure - License agreement for Master Drug Data Base (MDDB) (vi) Description of Requirement - The Agency for Healthcare Research and Quality (AHRQ) requires a 12-month license subscription plus three 12-month option periods to Master Drug Data Base (MDDB). (vii) The period of performance shall be a base period of 12 months from date of award, plus three 12-month option periods. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (APR 2014), applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items (OCT 2014), applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Additionally, FAR 52.217-5, Evaluation of Options (JUL 1990), applies to this acquisition. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (NOV 2014), with its offer or acknowledge its listing in the System for Award Management (SAM) website. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2014), applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (OCT 2014), applies to this acquisition. (xiii) Sole Source Justification - The Department of Health and Human Services (HHS), Program Support Center, Acquisition Management Services, on behalf of the Agency for Healthcare Research and Quality (AHRQ) intends to negotiate and award a purchase order on a sole source basis to Wolters Kluwer Master Drug Date Base (MDDB). This license allows for the editing, imputation and matching of the Medical Expenditure Panel Survey (MEPS) Prescription Drug data obtained from the Household Component (HC) and Pharmacy Component (PC) of MEPS. These activities prepare the data so that it can be used to produce many MEPS public use files (PUFs) including the Prescribed Medicines Event file, the Full Year Consolidated File, and the Appendix to MEPS Event Files. The proprietary generic product identifier (GPI) in the MDDB produced only by Wolters Kluwer is used in the MEPS prescribed drug editing, matching and imputation. The matching and imputation programs are dependent on the GPI variable. Without the GPI variable, AHRQ would be unable to produce the MEPS prescribed drug expenditure estimates as well as various MEPS public use files. (xiv) The clauses at FAR 52.217-9, Option to Extend the Term of the Contract (MAR 2000); FAR 52.232-40, Providing Accelerated Payment to Small Business Subcontractors (DEC 2013); HHSAR 352.203-70, Anti-Lobbying (MAR 2012); and HHSAR 352.222-70, Contractor Cooperation in Equal Employment Opportunity Investigations (JAN 2010), apply to this acquisition.
