- 15SNB06_spec note This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. SPECIAL NOTICE - REQUEST FOR INFORMATION (RFI): The Government is issuing this RFI as part of a market survey in accordance with FAR 15.201(e) to determine the availability, technical capability, platform integration capability, and logistics capability of industry to provide Naval Surface Warfare Center (NSWC), Crane Division information about industry's ability to provide a Helmet Display Tracker System (HDTS) for use on the MH-60S Multi Mission Helicopter (MMH). The scope of this project is to integrate a targeting enhancement capability of the currently fielded ANVIS-7 Heads up Display (HUD) in the MH-60S MMH. The enhancements include day/night color HUD, symbology improvements for increased situational awareness, pilot Line of Sight (LOS) integration and implementation of a Continuously Computed Impact Point (CCIP) with targeting cues for the Fixed Forward Firing (20mm) Weapon / Unguided Rockets (UGR)/LAU-61C/A system. Potential future phases may include, but are not limited to HDTS integration with the Aircraft Operational Program (AOP) software and the AN/AAS-44 Multi-Spectral Targeting System (MTS), and CCIP / targeting cues for the AGM-114 HELLFIRE and Advanced Precision Kill Weapons Systems (APKWS) II/LAU-61G/A, and implementation of Degraded Visual Environment situational awareness aids. This RFI is published to obtain information for use by NSWC Crane Division, for market research and planning purposes only; and is not a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. There is no bid package or solicitation document associated with this announcement. This RFI is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to current and near-term abilities. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. The Government may choose to visit, or host a visit from, any potential sources. This request for information/sources sought synopsis in no way implies either implicitly or explicitly that respondents will be compensated in any way by the Government for information provided. All interested parties are strongly encouraged to submit an initial synopsis, (commonly referred to as white paper) per the information below. White papers should not exceed 20 pages, with an executive summary (short paragraph) Responses shall be: 1. Identified by the RFI number (N00164-15-S-NB06); and include: Company name, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, duns number, cage code and or tax ID number, as well as business size category (large, small, small disadvantaged, etc.) and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. In electronic format (Adobe pdf or Microsoft Word) or hard copy format 3. No more than (20) pages in length; 4. Written in 12-point, Times New Roman with normal (condensed) spacing 5. Margins of 1" or greater on all sides 6. NOT submitted using marketing materials; 7. Submitted to email as indicated below. Data shall include specific responses to each of the following: 1. Please list and describe each of the components that comprise your HDTS/HMD system, compatibility with the existing ANVIS 7 HUD, their state of development/TRL, function, physical dimensions, capabilities in comparison to the enhancements listed above, required interfaces with the MH-60S and pilot/co pilot. 2. Is your company currently in production of HDTS/HMD systems? What quantities have you produced and sold to date by platform (ie, MH-60S)? 3. Please list the level of qualification/flight certification and safety review/approval your system has achieved by the Government on the MH-60S and other airframes. 4. Please provide your delivery date from time of contract award for your Government (NAVAIR) Flight Certified and Safety approved HDTS/HMD system in a quantity of (1-30). If your system is not currently certified for flight on the MH-60S, please provide a schedule to achieve that certification that includes critical milestones / events, and list assumptions and prerequisites and/or concurrent tasking required. 5. Please provide/describe your experience with integrating a system of this type into an airframe such as the MH-60S. 6. Please provide a chart or table depicting predicted accuracy improvement (i.e. CCIP) when using your design over that of the current system. 7. Does/will your system: a. interface with the existing AN/AVS-9 NVG, please explain b. interface with the existing HGU-84 Helmet, please explain c. provide enhanced symbology with color day/night capability d. provide a Continuously Computed Impact Point for the current weapons and rockets of the MH-60S; Fixed Forward Firing (20mm) Weapon / Unguided Rockets (UGR)/LAU-61 C/A e. provide for BIT which can detect and identify/fault isolate to the box level f. allow for future upgrades such as interface with the Aircrafts AOP, MTS, and DVE. Please describe how the upgrades would be accomplished. g. If no to any of these statements, how long would it take for you to develop this capability? h. Provide in flight training mode to include weapons symbology for aiming cues with and without stores suspended/installed on the aircraft. 8. Please list the components of your kit that are currently fielded to the US Gov't by platform type and discuss any commonality between these components. Also, please annotate if any of these components have a National Stock Number. 9. Please provide any predictive or actual Mean Time Between Failure (MTBF) data of your system/components. 10. Discuss the ability of your system/components to be repaired at the Organizational Level. 11. Please provide a logistics approach summary to include required new and/or modified test and support equipment to support your system, maintenance concept, supply support / spares, unique maintenance requirements for your system, such as to maintain LOS accuracy, and if your system will require special equipment to upload new software/firmware. 12. Please describe / list any part of your system that is proprietary and/or considered classified (and to what level) Proposals may be submitted by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. The Crane Division encourages participation by small business, small disadvantaged business, HUB Zone small business, woman-owned small business, veteran-owned small business, and historically black colleges and universities. Per Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
