Preliminary Statement of Work THIS IS A SOURCES SOUGHT NOTICE ONLY. This sources sought does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the government to issue a contract or otherwise pay for the information requested. The attached statement of work is a preliminary document only and may not necessarily be the final document for any future requirement. Title: Heater Tubes (H1 Heater) Response Due Date: 9 December 2014 no later than 2:00PM CST Location: AEDC - Arnold Engineering Development Complex NAICS Code: 238220, Plumbing, Heating, and Air-Conditioning Contractors Small business Size Standard: $15,000,000.00 Description: The purpose of this sources sought synopsis is to identify potential businesses having the capability to deconstruct two heater banks as necessary to access the tubes, remove all existing heater tubes, install new Government-supplied tubes, X-ray inspect 5% of the tubes, pressure test the system and reassemble the heater to its pre-work condition. There are potentially two separate banks that may require the same effort along with repairing a 15' x 15' section of insulation on the roof. Project 14010 Replace Heater Tubes H1 Heater 1. Does your company possess a current NBIC R-stamp? 2. In the past 5 years, has your company replaced tubes in an ASME stamped heater or boiler in an industrial setting such as a power plant, chemical plant, or refinery? 3. Does your company have experience working at elevated heights (above 25 ft.), operating mobile work platforms, and operating mobile cranes? 4. In one paragraph describe some similar example projects and procedures required to accomplish this work as is described in the attached preliminary statement of work. 5. Does your company possess the ability to perform radiographic inspection or have you worked with a third party to perform radiographic inspection on your company's products? 6. Has your company performed a pneumatic test of a heater, boiler, or pressure vessel per ASME BPVC Sect. VIII - Div. 1? Provide a sample pneumatic test plan. 7. Does your company have experience working in confined spaces as defined by the Occupational Safety and Health Administration (OSHA)? 8. Does your company have the capability to provide lift plans and operate a 175 ton (or greater capacity) crane? 9. Does your company have experience with asbestos remediation or removal? 10. Are there any concerns using government supplied piping for the replacement tubes? 11. Please provide an estimated timeframe (days, weeks, months) for the period of performance of similar type efforts. Please specify if you believe this period of performance would be applicable for one or two banks. 12. What is the size of your company (i.e. large business or small business) and what is your socio-economic category, if any (i.e. woman-owned, service disabled veteran owned, HUBZone, small disadvantaged)? Provide DUNS, CAGE Code. 13. Do you recommend a different construction NAICS code besides 238220 for this effort? 14. Is your company actively registered on the System for Award Management at www.sam.gov? All responses are to be provided in writing (electronic responses) no later than 15 days from the date of this publication to the Contracting Officer, Rebecca Gardner at rebecca.gardner.1@us.af.mil.
