Description
General Services Administration (GSA) seeks to lease the following space: State: California City: San Diego Delineated Area: North: Claremont Mesa Boulevard South: Friars Road East: Interstate 15 West: Interstate 5 Minimum Sq. Ft. (ABOA): 87,481 Maximum Sq. Ft. (ABOA): 91,855 Space Type: Office Parking Spaces (Total): Per City Code Parking Spaces (Surface): Per City Code Parking Spaces (Structured): Per City Code Parking Spaces (Reserved): 397 secured/reserved for exclusive use by the Government. Additional specifications listed below. Full Term: 15 Years Firm Term: 10 Years Option Term: None Additional Requirements: * Occupancy must be located on the second floor or higher within a multi-tenant office building; alternatively, if DEA is the sole tenant of the building, a minimum 20-foot setback is required. * DEA may not be co-located with local, state or federal law enforcement agencies. * DEA may not be located within 1000 feet, line of sight or vicinity, of schools, parks, day care centers, shopping centers, hotels, or areas where drug activities are prevalent. * DEA may not be located where easy surveillance of its facilities or operations is possible. * The occupancy will need to comply with Facility Security Standard Level 3 and other security requirements determined by DEA. * Installation of a roof top antenna may be required. * Of the 397 parking spaces required, 103 shall be oversized (11'x24'); 197 standard size; 79 compact size; 12 visitor stalls are standard size; handicapped stalls must be provided to code, but no less than 6 stalls. * Secured "on-site" parking requirements are provided in the paragraphs below. Secured "on-site" parking requirements: (a) Secure interior parking in the form of an enclosed garage is one option. If a garage is the secure parking method, it should have a minimum of 12' high clearance which will be based on the office vehicle height requirement for access by technical equipment vans. If NO vehicle height requirement is needed, the standard height of 7' will be acceptable. This determination will be made on a case-by-case, site-by-site basis. All space shall be clearly striped and numbered. Handicapped spaces shall be designated in accordance with (ABBAS) ABA/UFAS requirements and/or local codes, if more stringent. Secure garage parking shall be designed to have, at a minimum, two 12' high, electronically operated roll-up doors as specified above. Doors shall be solid-type construction, heavy-duty commercial/industrial grade manufacture for high frequency use. Additionally, the door-operating mechanisms shall be heavy-duty commercial/industrial grade manufacture with manual bypass and equipped with safety sensors. Doors shall be automatic with manual override. A capacitive ground loop sensor shall be embedded at the door for exiting purposes. Upon entry, the door shall close automatically behind the vehicle. Access control shall be exercised via a proximity card ready system, which is compatible and/or interchangeable with elevator, building and special area access controls and installed on mounting posts. Ventilation and exhaust of carbon monoxide shall be in accordance with local and federal codes. Openings in perimeter walls greater than 96 square inches shall be secured by substantial ventilation grilles, equal to or greater in strength than 5/8" rebar, with vision obstruction. All secured parking is to be "on-site." (b) Secure outside surface parking will be considered on a case-by-case, site-by-site, physical security determination basis, provided it is on-site and can be secured to DEA site-specific requirements. DEA will conduct a security risk assessment of each site offered. Depending on the risk assessment for each site, a determination will be made by DEA as to whether a fence will be required. If a fence is required, as determined by DEA Headquarters Physical Security management, secure fenced parking may be achieved by means of an anti-climb fence of no less than 8' high, as measured from accessible grades of footholds, and shall be supplied and installed along the perimeter. If fenced, electronic sliding gates of heavy-duty commercial/industrial manufacture shall be integrated into the fence at two (2) points of entry and designed for high frequency use. The gate-operating mechanisms shall be heavy-duty and equipped with manual bypass and safety sensors. Gates shall be automatic with manual override in driveway at exit door for exiting purposes. Upon entry, gates shall close automatically behind vehicle. Access control shall be exercised via a proximity card reader system, which is compatible/interchangeable with elevator, building and special area access controls and installed on mounting posts. For existing structures, physical security will be assessed on a case-by-case, site-by-site basis, for site-specific physical security barriers during DEA's design phase. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year flood plain. The Government will award a lease pursuant to this RLP only if the offered rental rate does not exceed the Congressionally-imposed Prospectus threshold rent. The current threshold is available from the LCO or at the GSA Web site using the keyword "prospectus." Interested Respondents should include Building Owners, or if a Broker, please include the Exclusivity Agreement/Representation Letter/ or Listing Contract granting the exclusive right to represent the building by the Building Owner, in your Expression of Interest.
