- PROJECT TITLE: CENTER HILL DAM SAFETY PROJECT- Auxiliary Dam Reinforcing Berm and Left Rim Stabilization Solicitation Number: W912P5-14-R-0003 Agency: U.S. Army Corps of Engineers, Nashville District Subject: Opportunity to Review Draft Technical Plans and Specifications and Announcement of Industry Day with Site Visit. Purpose: In order to most effectively construct the final phase of the Center Hill Dam Safety Project, the Nashville District U.S. Army Corps of Engineers (USACE) is publishing the draft technical plans and specifications (Draft Documents) for the proposed construction of the Auxiliary Dam Reinforcing Berm and Left Rim Stabilization. Industry is encouraged to review the Draft Documents and submit questions and comments to the Government for further consideration. The Government is not responsible for any costs associated with: reviewing the Draft Documents, preparing and submitting comments, or participating in Industry Day. Furthermore, the Government is not obligated to compensate respondents for any information received, even if the Draft Documents are revised as a result of a respondent's comment or question. Respondents should refrain from providing proprietary information in response to this Notice because any information received by the Government will not be treated as proprietary information. Lastly, while the Government is seeking comments and questions concerning the draft technical plans and specifications, at this time the Government does not intend to publish such questions and comments and does not intend to publish the Government's responses or comments thereto. This notice is not a solicitation, nor should it be construed as a commitment by the Government, implied or otherwise, to issue a solicitation. This not a request for proposals and the Government will not accept unsolicited proposals for this project. General Project Description: The USACE requirement is a roller compacted concrete reinforcing berm (RCC Berm) downstream of the Center Hill Auxiliary Dam. The purpose is dam safety. The work consists of controlled blasting and excavation of foundation rock, consolidation grouting, and construction of the RCC Berm. The Berm foundation excavation is estimated at 50,000 CY and approximate maximum depth of excavation is 40 feet. Dental concrete and a concrete leveling pad will be accomplished prior to RCC construction. The RCC Berm is approximately 100 feet high and 1,000 feet long and contains about 130,000 CY of roller-compacted concrete. The scope of work also contains drilling, blasting, scaling and stabilization of rock slopes in the Left Rim just west of the main dam embankment. The work may also include stabilization of rock with rock bolts to reshape each side to a stable 1.5:1 slope. Rock bolts would be used where blasting methods are inadequate to stabilize individual large blocks of rock. Blasting methods may include presplit, production blasting, blast scaling and carefully controlled vibration criteria. Total excavated material is approximately 250,000 CY. This description is not intended to be all encompassing and is subject to change. Disclosure of the Magnitude of the Construction Project: The disclosure of magnitude range is between $25,000,000 and $100,000,000. Industry Day and Site Visit: An Industry Day event and site visit will be held on December 16, 2014 at 10:00 am CST at the Center Hill Resource Manager's Shop Conference Room. Contractors are encouraged to register for the conference and site visit by email or facsimile to the below listed Point of Contact (POC) by 4:00 pm CST on December 12, 2014. Please provide the name of the individual(s) planning to attend, the entity the individual(s) will be representing, and the contact information for the individual(s). The agenda for the Industry Day and site visit is generally as follows: 9:30 to 10:00 am: Registration 10:00 to 11:00 am: Presentation of General Scope of Work 11: 30 am to 1:30 pm: Construction Project Site Visit USACE encourages industry comments be submitted no later than January12, 2015. Any communications regarding this announcement must be made in writing via e-mail to the POC listed below. Directions to the Industry Day and Site Visit: From North of Center Hill Lake: Travel I-40 to Exit 268; head south on Highway 96. Travel about 5 miles to the stop sign at the intersection of Highways 96 and 141 (Big Rock Market will be on the right, Edgar Evins State Park ahead). Turn right at the stop sign. About mile on the right, veer right at the quote mark Resource Manager's Office quote mark sign. Take the first road to the right. Pass the stone Resource Mgrs office on the right and continue through the gate. The SHOP Facility is the metal building on the right. Enter at the glass doors along the end. From South of Center Hill Lake: From TN State Highway 70, travel Highway 56 to I-40 and follow directions above OR take TN State Highway 96 north about 25 miles over Center Hill Dam. Take the first left on the north side of the dam, at the quote mark Resource Manager's Office quote mark sign. Take the first road to the right. Pass the stone Resource Mgrs office on the right and continue through the gate. The SHOP Facility is the metal building on the right. Enter at the glass doors along the end.
