- NAVSUP FLC Norfolk Philadelphia Office Contracting Department intends to acquire services for Chaplain Training Support services in support of the Bureau of Medicine and Surgery (BUMED). BUMED for Pastoral Care (BUMED-MOOG) is in a continuous process to establish several interrelated standards: standards of practice for chaplains and Religious Program Specialists (RPs), required clinical competencies, training requirements to build knowledge, skills and abilities, best practices protocols to integrate pastoral care standards of practice, and appropriate productivity data collection systems and productivity methodologies. This requirement directly supports the knowledge, skills and abilities for competency in conducting spiritual assessment of patients and an outcome oriented chaplaincy. The competencies shall be in accordance with BUMEDINST 1730.2A. The Chaplain training services, in consultation with BUMED and Navy Medicine Regions, will develop, monitor, and assist in delivering a training program compliant with BUMEDINST 1730.2A, paragraph 11. Additionally, Navy specific training requirements shall be built into the Navy/VA sponsored CPE/PCR residency programs and into clinical assignments in Navy Medicine billets. The services will take place at the Government ™s facility and some travel is anticipated. It is the Government ™s intent to process this procurement as a 100% total small business set-aside and ultimately issue a firm fixed price contract in accordance with FAR 13.5 (Test Program for Certain Commercial Items). The applicable NAICS code is 611430. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 26 November 2014. All responsible sources may submit a quotation, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The closing date for the receipt of offers will be set forth in the RFQ. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments hereto. The Government will not pay for the information received. By submitting a quote, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database shall make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/protal/public/SAM/.
