Description
The Federal Aviation Administration (FAA) intends to award a single source extension of STARS Contract DTFA01-96-D-03008 with Raytheon for completion of the current STARS deployment that is replacing legacy ARTS and CARTS systems with STARS, to complete the planned STARS technical refresh that is currently underway, and to develop and deploy planned system enhancements through fiscal year 2021. This award will be on a single source basis pursuant to AMS 3.2.2.4 Single Source Contracting. On September 23, 2014 a Market Survey No. [DTFA01-96-D-03008] 18020 was issued to obtain information necessary to determine whether adequate competition exists to conduct a full and open competition. The market survey identified the need to complete the effort of replacing all legacy terminal automation systems with STARS, as well as to complete the current technical refresh and enhancement of existing STARS systems that is underway. The market survey also identified the need to have data use rights, or have access to these data rights, in order to meet the requirements of the market survey. These required data rights are as follows: (1) AutoTrac software, required to integrate radar and flight plan data and display accurate information to air traffic controllers for the Full Service Level for STARS; (2) TRACVIEW ® software, required to integrate radar and flight plan data and to display accurate information to air traffic controllers for the Emergency Service Level for STARS; and (3) ATCoach ®, a multi-purpose, real-time Air Traffic Control Simulator system that supports the generation of data needed to supply automation systems with surveillance, weather, and flight data for STARS training and test simulation. The FAA received two responses to the market survey. Neither response purported to have access to the necessary proprietary software. Based on the results of the market survey, adequate competition does not exist for the completion of the current STARS deployment. Furthermore, the FAA made the determination to standardize terminal automation as announced via FAA Public Announcement DTFA01-96-D-03008-12366 posted September 21, 2012. At this time it is necessary to extend the ordering period in order to complete this complex effort. The total estimated value is $169M in defined base scope, $206M in anticipated base scope, and potentially $369M more in future facilities, DoD, and NextGen scope, for a total of $744M. The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals.
