- The F-35 "Lightning II" Joint Program Office intends to issue a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Lockheed Martin Corporation, Lockheed Martin Aeronautics Company, P.O. Box 748, Fort Worth, TX 76101. The estimated ceiling for orders under this contract is $325,000,000. The contract award date is anticipated no later than 30 June 2015. This contract will provide for ordering of engineering, manufacturing, programmatic, training, and logistics investigations; the development and delivery of associated technical data; the design, development, integration, and procurement of prototypes supporting the Joint Strike Fighter (JSF) Air System. Studies and analyses to be conducted are for efforts where LM Aero is the only responsible source for meeting agency requirements, including but not limited to, cost performance studies, business case analyses, cost benefit analyses, compatibility studies, autonomic logistics and repair studies, design life studies, operational readiness and reliability studies, modeling and simulation studies, and test fleet management. The development and delivery of technical data will include but not be limited to training materials, the support of live or virtual training events, delivery of technical/field support, the design of proposed modifications to new or existing laboratory and reprogramming facilities, and proposed weapons integration activities. Additional development efforts supporting the JSF Air System will include engineering design, integration, procurement and support for prototype construction with associated testing of related systems and components for future upgrades and air system modifications. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with Lockheed Martin under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. Any interested responsible source may submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All capability statements will be considered by the agency. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
