Description
The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, on other than full and open competitive basis from Purdue University the Navy ™s participation in Purdue ™s Minority Engineering Program (MEP). Purdue University is currently the only known provider of the MEP Program which establishes a pipeline of Junior Reserve Officer Training Corps (JROTC) students to continue to be commissioned in STEM career fields through the Navy Reserve Officer Training Corps (NROTC) Program. The Navy will participate in Science Technology Engineering and Mathematics (STEM) events which include MEP Tutorial Center Activities, Pre-Freshman and Co-operative Engineering (PREFACE) program, Minority Introduction to Engineering (MITE) Program Academic Boot Camp and the Freshman Engineering Academic Boot Camp. Partnering with Purdue MEP allows the Navy to meet its mission of attracting a diverse population with a STEM background from which the next generation of Sailors, Naval Engineers and Scientists will emerge. The Period of Performance is from 01 January 2015 through 30 August 2015. There will be no option periods. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (1). Interested persons may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, the Government will consider all responses stating their capability received before 4PM on Monday December 01 2014 Eastern Standard Time (EST, Philadelphia). A determination of the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to solicit for a Firm Fixed Price type order. The applicable NAICS code and size standard are 611430 and $11.0M respectively.
