- THIS AMENDMENT INCLUDES QUESTIONS RECEIVED BEFORE THE DEADLINE OF NOVEMBER 21, 2014 AND ANSWERS PROVIDED BY THE EPA. The United States Environmental Protection Agency (EPA), Office of Acquisition Management (OAM) in support of the Facilities Management and Services Division (FMSD) is issuing this Request for Quote per Federal Acquisition Regulation (FAR) Subpart 13.3. The EPA occupies seven (7) buildings at its Headquarters location in the Washington, D C., metropolitan area, housing approximately 6,400 employees and contractors. The EPA has a requirement for the lease of freestanding and countertop water bottle fillers to provide cold and hot water supplied with tap water and associated filtration in approximately 93 pantries throughout EPA Headquarters buildings. This requirement shall include the installation, repair, replacement, inspection and maintenance of all required equipment. The goal of installing these water filler units is the reduction in the use of single-serving plastic water bottles and cut greenhouse gas emission from water transportation and delivery. QUOTE SUBMISSION DATES Questions and Answers: Questions about this procurement are due no later than 4:00 PM, Eastern Time on November 21, 2014 via FedConnect. Answers to questions will be provided as an amendment to the RFP and will be uploaded to Fedconnect. Response Deadline: An electronic copy of your shall be received no later than 04:00 PM, Eastern Time, on December 1, 2014. Electronic copies of submissions shall be uploaded to FedConnect in Portable Document File (PDF) format. The offeror shall save each volume, as described above, as its own PDF and titled accordingly. All questions and submissions must be submitted via FedConnect in order to be considered. The offeror is responsible for ensuring that their entire submissions are received by the designated EPA contacts stated above, before the above-listed deadlines. Late responses will NOT be accepted. Notices regarding this solicitation and amendments will be posted using the FedConnect web portal. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. You must register with FedConnect as an interested party to view any attachments posted. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the US EPA's commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner.
