Description
Pursuant to U.S.C 2304(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency's requirements, the Naval Air Systems Command (NAVAIR) plans to award a sole source, Firm Fixed Price (FFP) order under Basic Ordering Agreement N00019-10-G-0003, to Bell Helicopter Textron, Inc. (BHTI) for the provision of H-1 Aircraft Wiring Integration Remote Terminal Assembly (AWIRT) and Cockpit Wiring Integration Remote Terminal Assembly (CWIRT) Obsolescence Support. BHTI is the sole designer, developer, integrator and producer of the UH-1 and AH-1 Upgrades helicopters and is the only known source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics necessary to provide H-1 component requisite obsolescence support. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
