Description
Pre Solicitation Notice for W912GB-15-R-0010 Project Title and Location: Germany West & East and United States Army Garrison USAG) Bavaria, Grafenwoehr Job Order Contract (JOC) for Fiscal Year (FY) 2015 The United States (U.S.) Government is soliciting interest for a Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) JOC. The purpose of this acquisition is to provide contract vehicles for real property repair, maintenance, environmental work, asbestos abatement, force protection work, and construction services in the areas identified below. The orders will primarily address general building renovation, road and pavement repair, and general environmental work. This work includes, but is not limited to, incidental new minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, force protection, and environmental remedial work. Use of the JOC will provide the U.S. Government with a construction product delivery method that can accommodate quick and straight-forward projects, as well as some small but complex projects, and can help minimize and related overhead expenditures, as well as handle compressed schedules. There will be one (1) solicitation for two (2) geographical locations within Germany, and there will be two (2) subsequent individual awards, one (1) for each geographical area. The geographical areas are defined as follows: Germany West & East and USAG Bavaria, Grafenwoehr. Germany West & East: The geographical area covered by this contract includes most U. S. Government facilities throughout Germany. The JOC work will be primarily located in the Western & Eastern part of Germany and Belgium. The work will be primarily performed at USAG Rheinland Pfalz, USAG Wiesbaden, USAG Stuttgart, USAG Ansbach, USAG Bavaria, and Belgium. USAG Bavaria, Grafenwoehr: The geographical area covered by this contract includes all U. S. Government facilities under the jurisdiction of USAG Bavaria, Grafenwoehr. The contract will be administered by USAG Bavaria, Grafenwoehr. Work will be performed primarily in USAG Bavaria, Grafenwoehr and any other U.S. installation or agency in direct support of USAG Bavaria, Grafenwoehr and/or the U.S. Government. Offerors may submit proposals for one (1) or both (2) locations. Each project task order awarded under this contract shall normally be comprised of a number of pre-described and pre-packed tasks as described in each Task Order and the Unit Price Book. GERMANY WEST & EAST JOC a. PERFORMANCE PERIOD: A base period of one (1) year and one (1) one-year option period. b. MAXIMUM CONTRACT VALUE: It is anticipated $24,750,000.00 annually for the base period and option period, not-to-exceed $49,500,000 for the entire life of the contract. c. MINIMUM GUARANTEE: A single minimum guarantee amount of $5,000 covers the base period and any option period(s). d. TASK ORDER LIMITATIONS: The minimum task order is $2,500.00 and the maximum task order is $1,250,000.00 (reference clause 52.216-19). On a case by case basis the Contracting Officer has the authority to issue task orders that may exceed the maximum task order limit. USAG BAVARIA, GRAFENWOEHR a. PERFORMANCE PERIOD: A base period of one (1) year and four (4) one-year option periods. b. MAXIMUM CONTRACT VALUE: It is anticipated $9,900,000.00 annually for the base period and four (4) option periods, not-to-exceed $49,500,000 for the entire life of the contract. c. MINIMUM GUARANTEE: A single minimum guarantee amount of $5,000 covers the base period and any option period(s). d. TASK ORDER LIMITATIONS: The minimum task order is $2,500.00 and the maximum task order is $1,250,000.00 (reference clause 52.216-19). On a case by case basis the Contracting Officer has the authority to issue task orders that may exceed the maximum task order limit. You will be informed when and where you may obtain a copy of the solicitation documents as well as details on any potential site visit. Solicitation will be issued on or about Wednesday 10 December 2014. Solicitation cancellation with no obligation to the Government- Note to offerors: The Government reserves the right to cancel the solicitation, either before or after the proposal opening with no obligation to the offeror by the Government.
