Description
The Space and Naval Warfare Systems Command (SPAWAR), in support of the Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I) Shore and Expeditionary Integration Program Office (PMW 790) and the Fleet Readiness Directorate (FRD) intends to award a Sole Source Indefinite Delivery Indefinite Quantity (IDIQ) contract under the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1 to ViaSat Incorporated of Carlsbad, CA. The contract will be for hardware and software procurement and engineering and technical support services in support of the continued life cycle sustainment and modernization of the U.S. Navys Ultra High Frequency (UHF) Satellite Communications (SATCOM) terminal and channel control segments for its 5 kHz, 25 kHz and Integrated Waveform capabilities under the Joint (UHF) MILSATCOM Network Integrated Control System (JMINI CS) and the MD-1324 modem under the Fleet Readiness Directorate (FRD). The JMINI CS is a Navy and Joint-interest program providing integrated, dynamic, and centralized control of UHF MILSATCOM 5 kHz and 25 kHz Demand Assigned Multiple Access (DAMA) and Demand Assigned Single Access (DASA) channels and decentralized web-based management of global resources. As the original designer, sole manufacturer and maintainer of the RT-1828, MD-1324 and applicable software, ViaSat is the only company technically capable of satisfying the requirements covered by this synopsis. SPAWARs intent is that the contract will have a base ordering period of five (5) years and an option for another five (5) year ordering period. Orders under this IDIQ will be awarded as Cost Plus Fixed Fee or Firm Fixed Price. The contract award is anticipated to be in late FY15. The NAICS Code for this procurement is 334220 with a Small Business Size Standard of 750 employees. The Government intends to issue a request for proposal to ViaSat Incorporated without further notice. This notice of intent is not a request for competitive proposals or a solicitation of offers. Responses to this notice should be directed to Brody Haydel via email at brody.haydel@navy.mil. A determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
