- Draft CDRLs Draft PWS C-12/C-26 Contractor Logistics Support (CLS) Request for Information Amendment Synopsis: This is a Request for Information (RFI) Amendment for obtaining feedback from industry on the Draft Performance Work Statement (PWS) and CDRLs only. This is not a solicitation for proposals and no contract shall be awarded from this announcement.No reimbursement shall be made for any costs associated with providing information in response to this announcement or any follow up information requests. Nothing shall be construed herein or through this process to commit or obligate the Government to further action as a result of this research. The Naval Air Systems Command, Patuxent River MD is seeking feedback on the Draft PWS and CDRLs from businesses under NAICS code 488190 and other firms that may be capable of providing all or portions of Contractor Logistics Support (CLS) services for the US Navy fleet of C-12/C-26 aircraft. Program Description: The C-12 is militarized version of the FAA-type certificated Beechcraft aircraft. The UC-12B and TC-12B (A200) are powered by twin Pratt & Whitney PT6A-41 turboprop engines. The UC-12Fand the UC-12M (B200C) are powered by twin Pratt & Whitney PT6A-42 turboprop engines. The UC-12W (350ER) is powered by twin Pratt & Whitney PT6A-60A turboprop engines. The USN/USMC C-12 operate from worldwide locations to provide operational support for (1) rapid, time-sensitive or high-priority movement of personnel and cargo, (2) training pilots, and/or (3) testing assets where needed. The C-12 support roles include range clearance, courier flights, medical evacuation and humanitarian rescue or assistance. The C-26 is a commercial, FAA type-certified Fairchild Metro 23, SA227. The C-26D's mission is to provide time-sensitive movement of personnel and cargo, as well as limited medical evacuation. The RC/EC-26 aircraft located at the Pacific Missile Test Facility (PMRF) Barking Sands, Hawaii perform range control missions The following locations and aircraft will require full CLS service: Atsugi, Japan: (3) UC-12F Bahrain : (3) UC-12M Beaufort, SC: (2) UC-12M Belle Chasse, LA (2) UC-12W Corpus Christi, TX :(24) TC-12B Futenma, Japan: (1) UC-12W Guantanamo Bay, Cuba : (3) UC-12M Iwakuni, Japan: (2) UC-12W Kadena, Japan: (2) UC-12F Manassas, VA : (1) UC-12B Miramar, CA: (1) UC-12W Misawa, Japan: (1) UC-12F New River, NC: (2) UC-12F Patuxent River, MD: (3) UC-12M Yuma, AZ: (2) UC-12F Barking Sands, Hawaii: (3) RC/EC-26D Naples, Italy: (2) C-26D Sigonella, Italy: (2) C-26D NOTE : The C-12/C-26 mission set includes extended detachments, deployments that can include site activations and site closures on short notice to support a wide range of operational support. C-12/C-26 CLS support consists of the following services: A maintenance and supply management information at each site o Worldwide spares support capability Line Maintenance Depot Level Maintenance (Scheduled and Unscheduled) o Aircraft Condition Inspections o Drive-in maintenance/repair o Engine Overhaul/Repair o Aircraft Painting Contract Field Team (CFT) Support o Aircraft on Ground (AOG) support Modifications for the aircraft The C-12/C-26 fleet is maintained to Federal Aviation Administration (FAA) approved maintenance standards. All depot maintenance is performed at a Federal Aviation Regulation (FAR) Part 145 FAA-certified repair station. The C-12/C-26 fleet is supported primarily by Government Furnished Property. This includes engines, avionics, and landing gear. The Contractor will be responsible for managing spares that support the all systems for the C-12/C-26 aircraft. The contractor will provide office supplies, furniture, personal tools, computers, etc. Contractors will need to establish necessary working relationships with the Original Equipment Manufacturers (OEMs) in order to access necessary data to support the fleet. These relationships include the establishment of agreements with the appropriate OEMs for the C-12/C-26 fleet that will allow the Contractor to obtain approved data and technical support necessary to maintain the fleet airframe, engines, accessories and systems so that the Federal Aviation Administration (FAA) certification is not compromised. An amendment with Industry Day specifics will be posted once the details have been finalized.
