- By way of this Notice, and in accordance with FAR 6.302-1, the Norfolk District U.S. Army Corps of Engineers announces its intentions to award on a sole source basis, a follow on Firm Fixed Price Architect-Engineering Contract to Clark-Nexsen / CH2MHill JV, for construction-phase services related to the construction of the BCT-3 South; Phase 2 DFAC facility at Ft. Leonard Wood, Missouri. Clark-Nexsen/CH2MHill, as Designer of Record (DOR), is currently providing construction-phase A-E services as the construction of the facility is currently 98% complete. Through the issuance of Contract# W91236-07-D-0012, Task Order 0050, Clark-Nexsen/CH2MHill, as Designer of Record (DOR), continues to complete construction-phase services and tasks. The follow-on contract is necessary for Clark-Nexsen/CH2MHill to complete construction-phase services through 100% of the construction, as required. Use of a different A-E firm would require complete reassessment of all A-E services of the already completed 98% of construction activities, at a significant cost to the Government. Clark-Nexsen/CH2MHill will not perform work for any other project or program under this specific contract action. The work will consist of completing the A-E construction-phase services through building commissioning, previously developed by Clark-Nexsen/CH2MHill and the Army Corps of Engineers, Norfolk District for construction of the BCT-3 South, Phase 2 DFAC facility at Ft. Leonard Wood, Missouri (W91236-07-D-0012-0050). Work will also consist of providing all necessary services to complete the construction-phase documents for the subject project. BACKGROUND: The BCT-3 South; Phase 2 DFAC construction project (PN54489) includes one Dining Facility, an improved trash/cardboard compacting and recyclable collection area, and associated site improvements. The Dining Facility will have a one-battalion service capacity and will have a dining area, service area, kitchen area, food storage area, break room, loading dock, field serving preparation area. The construction project is approximately at 98% level of completion. Clark-Nexsen/CH2MHill developed the full design of the BCT-3 South; Phase 2 DFAC facility with follow-on A-E services under contract W91236-07-D-0012, Task Order 0050 issued on October 20, 2011. Due to unforeseen funding problems and the ongoing construction of the facility, additional A-E services are required to complete the project. The Classification Code for this procurement is North American Industry System (NAICS) 541330, with a small business size standard of $15 million. This notice does not constitute a solicitation for offers, proposals, etc. However, all potentially responsible sources may submit a response NO LATER THAN the close of business on December 15, 2014. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
