- Wage Determination Map Specifications Schedule of Items The Ouachita National Forests, Poteau/Cold Springs Ranger Districts, is soliciting for the Rental of Equipment to construct and improve wildlife and fisheries related developments and other watershed improvement measures. This solicitation will result in the award of Indefinite Delivery Indefinite Quantity (IDIQ) Contracts with base and two (2) option years. Contract is for a guaranteed minimum of 100 hours per year. The total estimated quantity is for 350 hours per year not to exceed 1500 hours per year. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12 in conjunction with FAR 13, as applicable and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is AG-447U-S-15-0006 and is issued as a request for quotes. The solicitation documents and incorporate provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-77. The associated North American Industrial Classification System (NAICS) code for this procurement is 115310 with a small business size standard of $7.0M. This requirement is a Total Small Business set-aside. The Contractor is responsible for providing all operating supplies, operators, repairs, support functions and other incidentals necessary to successfully perform the required work on a per hour basis. Equipment must meet the required specifications as well as meeting all applicable Occupations Safety and Health Administration (OSHA), Department of Transportation (DOT) requirements or certifications. Work can include tasks and subtasks related to Pond and Fireline Construction, Pond Renovation and Watershed Road Improvements. Equipment required is one or more crawler tractor (s) with a minimum, 120 net engine horsepower and a 10 foot or longer hydraulic tilt blade and at least one rear mounted ripper. Track equipment shall be equipped with grousers in good condition to prevent slippage when working under full load capacity and shall be in good working condition. Offerors shall provide make, model and serial number of each Crawler Tractor being furnished. For each piece of equipment being furnished provide an hourly rate. Offers will be evaluated based on the lowest price in hourly rates and Equipment Specifications as required by this solicitation.
