Description
Healthy Communities Study (HCS) THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI) is planning to negotiate and award additional funds to a current contract, without providing for full and open competition, to Battelle Memorial Institute under Contract HHSN268201000041C. The purpose of this announcement is to provide a Presolicitation Notice as a synopsis for award. The intended procurement is classified under NAICS code 541712 with a Size Standard of 500 employees. THIS IS A SYNOPSIS. THIS IS NOT A SOLICITATION. Proposals are not being requested and a written solicitation will not be posted to FedBizOpps. Background The Healthy Communities Study, being conducted since August of 2010, assesses the associations between characteristics of community programs/policies and BMI, diet, and physical activity in elementary and middle school children, including communities that have a high proportion of African American, Latino, and/or low income residents. In addition to cross-sectional data, the HCS includes retrospective data on both BMI and community programs and policies. The retrospective BMI data is critical because the HCS will be able to assess longitudinal associations between BMI and childhood obesity programs and policies as these programs unfolded within communities over the past 10 years. The analyses, publication, and presentation of the longitudinal data will require additional funding because of the complex relationships between children's BMI trajectories and community programs and policies over time. Without the additional funding, the study cannot complete analyses of the longitudinal medical record and community data. The objective of this work is to clean and analyze longitudinal all of the community programs and policies and BMI data (from medical record abstraction) and develop a manuscript for publication and presentation. Specific work being conducted: 1. Clean the longitudinal BMI data obtained from the medical records, 2. Conduct analyses to assess the relationships between the longitudinal community program and policy data and the longitudinal BMI data, 3. Develop a manuscript for publication based upon the longitudinal data, and 4. Present the findings from the longitudinal analyses at an obesity-related conference. This synopsis is not a request for competitive proposals and the Government is not committed to award a contract pursuant to this announcement. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by Tuesday, December 16, 2014 at 3:00 pm eastern time and must reference number NHLBI-HV-2015-12-JB.
