Description
The Air Force Test Center (AFTC) Edwards, CA intends to solicit offers for the RPS III effort located at the Air Force Research Laboratory, Aerospace Systems Directorate (AFRL/RQ) West at Edwards AFB, CA. The acquisition will be conducted as a total small business set-aside under North American Industry Classification (NAICs) code 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with a small business size standard of 1,000 employees. The objective of this contract is to provide on-site research and development (R&D) to the Air Force Research Laboratory (AFRL) across a wide spectrum of propulsion-related areas. These areas are Combustion Processes, Fluid Dynamics, and Materials Sciences; Chemical/Material Sciences; Aerophysics and Plasma Physics; Analytical Chemistry; Spacecraft Propulsion; and High-Payoff Propulsion Technologies. This contract focuses on R&D and the engineering to transition these technologies to the warfighter. Contract Organization, Contract Type, and Period of Performance (PoP): Phase-In/Transition - Firm Fixed-Price PoP: 2 Months Technical Effort - Cost-Plus-Fixed-Fee PoP: 36 month base effort, one option for 18 months*, and an option to extend services with a PoP not to exceed 6 months*. Other Direct Costs - Cost Reimbursement PoP: 36 month base effort, one option for 18 months*, and an option to extend services with a PoP not to exceed 6 months*. Contract Data Requirements Lists (CDRLs) - not separately priced (NSP) PoP: As required. * The 18 month option will be exercised IAW FAR clause 52.217-9 Option to Extend the Term of the Contract. The 6 month option will be exercised IAW FAR clause 52.217-8 Option to Extend Services. The FAR clause 52.217-8 option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.
